PLANNING COMMISSION REPORT - MARCH 7, 1961: <br />A. PROPOSED ORDINANCE REQUIRING FEN€ING OF JUNK YARDS - A DRAFT OF A PROPOSED ORDINANCE <br />RELATING TO THE FENCING OF AUTO WRECKING AND JUNK YARDS WHICH HAD BEEN APPROVED BY <br />THE PLANNING COMMISSION WAS READ IN ITS ENTIRETY. IT WAS NOTICED THAT THE ORDINANCE <br />WOULD BE ENFORCEABLE IN ALL AREAS Of ZONING IN THE CiTY Or' EUGENE EXCEPT THE M~3 <br />HEAVY INDUSTRIAL DISTRICT. <br /> <br />A LETTER FROM THE COMMITTEE .ON NEIGHBORHOOD COMMUNITY AFFAIRS WAS READ IN WHICH IT <br />WAS SUGGESTED THAT A REASONABLE TIME LIMIT BE ALLOWED FOR STORAGE WHERE A FENCE WOULD <br />NOT BE REQUIRED AS LONG AS THE PUBLIC SAFETY IS NOT AFFECTED, AND THE COMMITTEE GAVE <br />CONSIDERATION TO ALLOWING ITEMS TO BE STORED ON PROPERTY FOR A PERIOD UP TO 90 DAYS .. <br />BEfORE FENCING WOULD BE REQUIRED. IT WAS ALSO POINTED OUT THAT UNDER THE DE~I~ITIONS <br />MOST EXISTING JUNK YARDS WOULD HAVE TO BE FENCED. FOLLOWING .THE GENERAL oISCU$SION I~ <br />WAS RECOMMENDED THAT THE ORDINANCE BE ADOPTED AS AMENDED REQUIRING THE FENCING OF ~UNK <br />YARDS IN ALL BUT M~3 DISTRICTS BUT ALLOWING FOR STORAGE ON PRIVATE PROPERTY' FOR A <br />PERIODOF 90 DAYS WITHOUT SUCH FENCING. VACATION OF 10' STRIP ON NORTH SIDE OF 18TH AVENUE BETWEEN LINCOLN STREET AND ALLEY <br />TO THE WEST, REQUEST BY HAZEN L. OLSEN - THE PLAN~ING COMMISSION REPORT INDICATED <br />THE PLANNING COMMISSION HAD .GIVEN CONSIDERATION TO THIS MATTER AND RECOMMENDED THAT <br />THE VACATION BE DENIED. THE COMMITTEE CONSIDERED THIS MATTER WHICH HAD BEEN BEFORE <br />THE COMMITTEE AND THE COUNCIL BEFORE THIS TIME, AND ON A MOTION THAT THE CITY VACATE <br />THE 10' PARCEL WITHOUT RESTRICTION, THE MOTION WAS DEFEATED WITH MRS. LAURIS AND <br />MR. MOLHOLM VOTING AYE, MESSRS. VACATION OF 2ND ADDITION TO ASHWOOD PARK LOCATED IN SECTtON 21, TI7S, R3W - IT WAS <br />STATED THAT COUGILL & HANSEN, REALTORS, HAD REQUESTED VACATION OF A.SUBDIVISION OF <br />2ND ADDITION TO ASHWOOD PARK FOR THE PURPOSE OF ESTABLISHING A JUNIOR HIGH SCHOOL ON <br />THIS AND AN ADJOINING 13 ACRES. IT WAS POINTED OUT THAT THERE ARE A NUMBER OF ACCESS <br />PROBLEMS TO THIS AREA AT THE PRESENT TIME, AND IT WOULD BE NECESSARY TO PROVIDE ADDITIONAL <br />MEANS OF ACCESS TO THE AREA. THE PLANNING COMMISSION WAS IN HOPES THAT WESTERN DRIVE <br />COULD BE CONNECTED TO ASCOT DRIVE AND ADDITIONAL ACCESS COULD BE PROVIDED BY ACQUIRING <br />MORE PROPERTY EXTENDING TO BAILEY LANE ON THE NORTH. THE PLANNING COMMISSION RECOM- <br />MENDED THAT' THE VACATION BE APPROVED, AND THE COMMITTEE RECOMMENDED THAT THE REQUEST <br />BE APPROVED IN ACCORDANCE WITH THE PLANNING COMMISSION RECOMMENOATION. ANNEXATION OF 4TH ADD~TION TO EDGEWOOD ESTATES - IT WAS STATED THE PLANNJNG COMMISSION <br />HAD CONSIDERED THE-ANNEXATION OF THE 4TH ADDITION TO EDGEWOOD ESTATES TO THE CITY OF <br />EUGENE AND HAD RECOMMENDED THAT IT BE ANNEXED. THE COMMITTEE RECOMMENDED THAT THE <br />PLANNING COMMISSION RECOMMENDATION BE ADOPTED. MOTION CARRIED UNANIMOUSLY. <br /> <br />IT WAS MOVED BY MRS. LAURIS SECONDED BY MR. MOLHOLM THAT ITEM ID OF THE COMMITTEE REPORT BE. APPROVED. <br />MOTION CARRIED. <br /> <br />5 <br /> <br />2. AGREEMENT BETWEEN OREGON STATE HIGHWAY COMMISSION AND CITY OF EUGENE REGARDING PAVING <br />OF AUGUSTA STREET - JT WAS REPORTED THAT AN AGREEMENT HAD. BEEN WORKED OUT BETWEEN THE <br />OREGON STATE HIGHWAY COMMISSION AND THE CITY OF EUGENE REGARDING THE PAVING OF AUGUSTA <br />STREET. THIS PAVING WOULD BE DONE TO CITY SPECIFICATIONS AND THE OREGON STATE HIGHWAY <br />DEPARTMENT WOULD CONTR1BUT~ THE SUM OF $15,000 TOWARD THE PAVING. IT WAS ALSO POINTED <br />OUT THAT A RESOLUTION WOULD BE NECESSARY TO AUTHORIZE THE SIG~ING OF TH~ A~REEMENT. <br />THE COMMITTEE RECOMMENDED THAT THE RESOLUTION BE DRAWN AND APPROVED.
