THE CITY MANAGER ALSO STATED IT WAS HIS CONCLUSION
I THAT IT WOULD BE TO THE BEST INTEREST OF THE P,EOWLE~OffGIHE CITY OF EUGENE TO REPEAL THE CHARTER AMEND-
MENT UNDER DISCUSSION, AND TO ADOPT A CHARTER AMENDMENT GIVING CERTAIN POWERS TO THE.CITY COUNCIL TO
CONSTRUCT LIMITED OR CONTROLLED ACCESS STREETS. HOWEVER, IT WAS HIS RECOMMENDATION AT THIS TIME NOT TO
PLACE THE MEASURE ON THE NOVEMBER 1962 BALLOT DUE TO THE COMPLEXITY OF THE PROBLEM, AND ALSO BECAUSE
THERE ARE TWO OR THREE OTHER CITY MEASURES ON THAT BALLOT AS WELL AS O~E OR TWO COUNTY MEASURES WHICH
WOULD BE OF GREAT INTEREST TO THE CITIZENS OF THE CITY OF EUGENE. ON DISCUSSION OF THIS ITEM BY THE
COUNC I L, IT WAS FELT THAT A SPECIAL ELECTION COULD BE HELD SOMETIME AFTER THE FIRST OF THE YEAR 1963
TO PLACE THIS MEASURE BEFORE THE PEOPLE.
MR. CHATT MOVED SECONDED BY MR. THE QUESTION WAS 'REFERRED TO THE CHIEF OF POLICE WHO STATED
THAT IT IS THE RESPONSIBILITY OF THE POLICE DEPARTMENT, BUT THAT ORDINARILY THE WRECKER DOES THIS PART
OF .THE WORK, IN TAKING CARE OF THE DAMAGED VEHICLE, UNDER THE DIRECTION Of THE OfFICER COVERING THE
e ACC I DENT.
4 COUNCILMAN SWANSON STATED THAT IN RECENT WEEKS THERE HAD BEEN A NUMBER OF ACCIDENTS AT 8TH AND
ALMADEN, AND WONDERED IF THERE SHOULD BE AN INVESTIGATION MADE BY THE TRAFFIC DEPARTMENT.
