THE MEETING WAS CALLED TO ORDER AT 7:30 P.M. BY HIS HONOR MAYOR <br /> EDWIN E. CONE WITH THE FOLLOWING COUNCILMEN PRESENT: MRS. LAURIS, MESSRS. MOLHOLM, CHATT, SWANSON, <br />00 CHRISTENSEN AND DEVERELL. MESSRS. MOYER AND WILSON WERE ABSENT. <br />~ <br />~ THE INVOCATION WAS GIVEN BY REV. JAMES MERLIN, EMERALD BAPTIST CHURCH. <br />~ <br />~ MINUTES OF THE ADJOURNED MEETING HELD OCTOBER 22, 1962, AS MAILED TO MEMBERS OF THE COUNCIL, WERE <br />CO <br /> APPROVED. <br /> NEW BUSINESS <br />e I THE CITY MANAGER READ A LETTER ADDRESSED TO MAYOR CONE FROM THE MAYOR OF CHINJU, KOREA, EUGENE'S <br /> SISTER CITY, EXPRESSING THE SYMPATHY OF THE PEOPLE OF CHINJU WITH THE CITIZENS OF EUGE~ BECAUSE OF THE <br /> DAMAGE RESULTING FROM THE OCTOBER 12, 1962 WIND STORM. THE CHINJU MAYOR STATED HE DID NOT KNOW HOW <br /> THEY COULD HELP THE PEOPLE OF EUGENE BUT THEY WOULD BE IN THEIR PRAYERS AND THOUGHTS. THE CITY MANAGER <br /> STATED A ~ETTER WOULD BE SENT ~O THE MAYOR OF CHINJU IN REPLY. <br /> 2 COUNCILMAN CHRISTENSEN RAISED THE QUESTION OF THE TRAFFIC BOTTLENECK AT 13TH AND JEFFERSON, INDI- <br />I CATING THE RIGHT TURN LANES ONTO JEFFERSON SHOULD BE CONSIDERED AND A CHECK MADE ON THE TRAFFIC PATTERN <br /> AT THAT POINT. A REPORT WAS TO BE MADE ON THE PROBLEM AT A LATER TIME. <br /> 3 COUNCILMAN SWANSON BROUGHT UP'THE SUBJECT OF THE CONSTRUCTION WORK ON THE NEW BANK AT 10TH AND <br /> LINCOLN AND THE CONDITION OF THE SIDEWALKS DUE TO BARRICADES. THE MATTER WAS TO BE INVESTIGATED BY <br /> THE STAFF. <br /> \ <br /> 4 COUNCILWOMAN LAURIS RAISED THE QUESTION OF COMPULSORY INSTALLATION OF SEAL BELTS IN ALL AUTOMOBILES <br /> I N THE CITY, STATING THAT IT WAS HER BELIEF THAT THERE WOULD BE FEWER ACCIDENTS IN THE CITY IF IN- <br /> STALLATION OF SEAT BELTS WERE MADE COMPULSORY. SHE SUGGESTED THE MATTER BE INVESTIGATED LOOKING TOWARD <br /> AN ORDINANCE COMPELLING SEAT BELT INSTALLATION. MAYOR CONE SUGGESTED A REPORT BE MADE AT A LATER DATE. <br /> 5 COUNCILMAN DEVERELL AGAIN BROUGHT UP THE SUBJECT OF CONGREGATION OF SEVERAL HUNDRED TEENAGERS IN <br /> THE WESTWARD Ho AREA ON HALLOWEEN, WONDERING IF THERE IS SOMETHING THE CITY CAN DO. IT WAS INDICATED <br /> CAR PATROL PROBABLY WOULD BE THE ONLY ANSWER IN DISPERSING SUCH A GROUP SHOULD THE PROBLEM ARISE IN <br /> THE FUTURE. <br /> 6 MAYOR CONE AGAIN RAISED THE QUESTION OF BICYCLES WITHOUT LIGHTS AFTER DARK. THE POLICE CHIEF INDI:" <br /> CATED THAT SEVERAL YOUNGSTERS, AND ESPECIALLY PAPER BOYS IN THE EARLY MORNING, HAD BEEN SENT HOME WHEN <br /> THEIR BICYCLES WERE NOT PROPERLY EQUIPPED WITH LIGHTS. 'OTHERS HAD BEEN GIVEN TRAFfiC CITATIONS. <br /> 7 COUNCILMAN SWANSON REPORTED THAT WITH REGARD TO TH~ PEDESTRIAN TRAFFIC ACCIDENT AT 18TH AND <br /> UNIVERSITY RECENTLY HE HAD HAD A PHONE CALL STATING THERE HAD BEEN QUITE SOME DELAY IN THE APPEARANCE <br /> Of AN AMBULANCE AT THE SCENE Of THE ACCIDENT. THE POLICE CHIEF REPORTED THIS COULD BE CHECKED ON THE <br />I POLICE REPORT TURNED IN BY THE OFFICER BUT THAT HE FELT IT HAD NOT TAKEN THE AMBULANCE AS LONG TO ARRIVE <br /> AS fIRST REPORTED. <br /> 8 COUNCILMAN SWANSON THEN REPORTED THAT CURB CUTS HAD TAKEN EIGHT PARKING SPACES FROM THE STREET <br /> WHERE A BUILDING AT THE NORTHWEST CORNER OF 14TH AND MilL PROVIDED EIGHTEEN LIVING UNITS AND SUGGESTED <br /> THE STAFF LOOK INTO THE MATTER Of CORRELATING CURB CUTS WITH PARKING SPACES REQUIRED FOR MULTIFAMILY <br /> DWELLING UNITS.
