ON APRIL 8, 1963 IN THE COUNCIL CHAMBER BY HIS HONOR MAYOR EDWIN E. <br />CONE, WITH THE FOLLOWING COUNCILMEN PRESENT: MR. CHATT, MRS. LAURIS, MESSRS. SWANSON, <br />CHRISTENSEN, DEVERELL, CRAKES, HAWK AND PURDY. <br /> <br />THE INVOCATION WAS GIVEN BY REV. WILLIAM R. REES, ST. MATHEWS EPISCOPAL CHURCH. <br /> <br />THE MINUTES OF THE ADJOURNED MEETING OF MARCH 25, 1963, AS ~~ILED TO. M8~BERS OF <br />THE COUNCIL, WERE APPROVED. <br /> <br />e <br /> <br />NEW BUSINESS' <br /> <br />COUNCILMAN DAN CHRISTENSEN ASKED THE CITY ATTORNEY IF HE WOULD PREPARE A LEGAL <br />OPINION ON THE LEGALITY OF .ASSESSING CERTAIN PROPERTY HOLDERS FOR THE IMPROVEMENT OR <br />WIDENING OF A STREET UP TO 44 FEET, THE QUESTION BEING WHETHER THE RECEN[LY ADOPTED <br />POLICY THAT DIFFERENT USES OF PROPERTY BE ASSESSED FOR DIFFERENT WIDTHS OF STREET <br />WIDENING PROJECTS IS LEGAL. <br /> <br />I <br /> <br />THE CITY MANAGER ANNOUNCED THE FORTHCOMING PARK AND RECREATION NORTHWEST SECTION <br />CONVENTION IN THE CITY OF EUGENE AND PRESENTED BROCHURES TO THE MEMBERS OF THE COUNCIL <br />AS WELL AS AN INVITATION TO THE COUNCIL MEMBERS TO ATTEND THE CONVENTION AT THEEUGENE <br />HOTEL. <br /> <br />2 <br /> <br />THE PLANNING COMMISSION, AT THE REQUEST OF THE COUNCIL, RECOMMENDED AT THEIR <br />APRIL 2, 1963 MEETING THAT A VARIANCE BE GRANTED TO JACK WILKINSON ON PROPERTY AT <br />1943 AGATE AND SOUTH 50'X53.3' OF 1646 EAST 19TH TO ALLOW DEVELOPMENT TO A DENISTY <br />NOT GREATER THAN THAT ALLOWED IN AN R-2 ZONE, PROVIDING THE OLD STRUCTURE ARE RE- <br />MOVED FROM THE PREMISES. <br /> <br />3 <br /> <br />MR. CHATT MOVED SECONDED BY DR. PURDY THAT THE RECOMMENDATION BE APPROVED. MOTION <br />CARRIED. <br /> <br />MR. DON FURTICK'S REQUEST FOR VACATION OF A PORTION OF ELK AVENUE, HELD OVER FROM <br />A PREVIOUS COUNCIL MEETING PENDING INSPECTION OF THE PROPERTY BY THE PARKS AND RECREA- <br />TION DIRECTOR, WAS BROUGHT BACK FOR CONSIDERATION. <br /> <br />4 <br /> <br />DR. PURDY MOVED SECONDED BY MR. HAWK THAT THE REQUESTED VACATION BE APPROVED, PROVID- <br />ING $200, APPRAISED VALUE OF THE PROPERTY, IS PAID, AND RETAINING EASEMENTS FOR SEWER <br />AND WALKWAY. MOTION CARRIED. <br /> <br />I <br /> <br />THE CITY MANAGER PRESENTED Ai~PROROSED;;AGREEMENT BETWEEN THE CITY OF EUGENE, THE <br />EUGENE WATER & ELECTRIC BOARD, AND PACIFIC FIRST FEDERAL SAVINGS AND LOAN ASSOCIATION <br />CONCERNING THE WEST 7 FEET OF PROPERTY BELONGING TO PACIFIC FIRST FEDERAL BOUGHT RE- <br />CENTLY FROM THE CITY ON WHICH THE CITY HALL IS LOCATED AT 11TH AND WILLAMETTE. <br /> <br />5 <br /> <br />MR. CHATT MOVED SECONDED BY MR. CRAKES TO APPROVE THE PROPOSED AGREEMENT. <br />VOTE.
