Annexation City View south of 23rd (Zellner, Alvord -, 63-180) - <br /> The Planning Commission recommended approval of annexation of <br /> 00 an area on both sides of City View Street south of 23rd Avenue' <br /> ,...., based upon the triple 2/3rds petition procedure. Dr. Purdy <br /> ~ <br /> c:r.... moved seconded by Mr. Hawk to approve the annexation. Motion carried. <br /> CO <br /> CO 2 b. Annexation east of Amazon Drive, east and north of 42nd Avenue <br /> (63-179) - The Planning Commission recommended approval of the <br /> annexation of an area south of East Amazon and east of Dillard <br /> Ro ad, based upon a triple 2/3rds petition. Dr. Purdy moved <br /> seconded by Mr. Swanson to approve the annexation. Motion carried. <br /> e 3 4. Vacation Kincaid between 35th and 36th - The Public Works Department <br /> recommended vacation of a portion of Kincaid Street between 35th Avenue <br /> and 36th Avenue which would assure proper alignment of Kincaid Street, <br /> Mrs. Lauris moved seconded by Mr. Hawk to approve the vacation. Motion <br /> carried. <br /> I 4 5. Curb Sidewa~ Pinecrest Drive in Markengayle Addition - The request <br /> for curb sidewalks had been investigated by the Public Works Depart- <br /> ment:, and they recommended that sidewalks be located at the curb on . <br /> Pinecrest Drive from Hilyard Street east, and also on Hilyard Street <br /> from 43rd Avenue to the south boundary of the plat. Mrs. Lauris <br /> moved seconded by Dr. Purdy to approve the recommendation of the <br /> Public Works Department. Motion carried. <br /> Mrs. Lauris moved seconded by Mr. Swanson that. Items 2 through 5 of the Committee re~ort <br /> be approved. Motion carried. <br /> 5 6. The City Manager recommended that the Council members review the report on <br /> the sewer service charge investigation made by Cornell, Howland, Hayes, and <br /> Merryfield so that they report could be discussed at the Committee of the <br /> Whole meeting on December 19, 1963. The City Manager also suggested that <br /> perhaps the discussion of the 18th-19th one-way couplet could be taken up <br /> at the same time." <br /> Mrs. Lauris moved seconded by Mr. Swanson that Item 6 of the Committee report be received <br /> and placed on file. Motion carried. <br /> . <br /> Committee meeting held December 19, .1963: <br /> I "Present: Mayor Cone; Councilmen Chatt, Lauris, Swanson, Christensen, Deverell, <br /> Hawk, and Purdy; City Manager; City Attorney; City Recorder; Admini- <br /> strative Assistant; Director of Public Works; and others. <br /> 6 1. 18th-19th One-Way Couplet - The City Manager read a report and recommenda- <br /> tion from the Public Works Department in which it was stated the Traffic <br /> Engineering Department had made a study with regard to the installation ' <br /> of a one-way couplet on 18th and 19th Avenues between Emerald and Friendly <br /> e Streets. The installation of the couplet and the installation of new sig- <br /> nals would improve the flow of traffic, increase traffic safety, and also <br /> provide additional protection for pedestrians crossing the one-way couplet <br /> system. The Public Works Department recommended that the Traffic Engineer- <br /> ing report be considered for the immediate future. Traffic Engineer Gordon <br /> Wyatt then presented a layout of the proposed 18th-19th Avenue couplet and <br /> its relation to other cross traffic~ <br /> Mrs. Hansen, a resident of the area west of Willamette Street, stated <br /> that more sidewalks should be put in in the area of Friendly Street for <br /> the benefit of children going to Adams School" and that should the couplet <br /> be approved and installed-it would make it that much more hazardous for <br /> children to get to Washington Park and to St. Francis High School. On <br /> further discussion by the Council, the question was asked concerning the <br /> report 0n the 15th Avenue extension and its relation to this project, " and <br /> the Council was advised that it would be some months before the' 15th Avenue <br /> I report would be ready for presentation. <br /> Mr. Christensen moved seconded by Mr. Hawk to delay action on the 18th-19th <br /> Avenue couplet until the report on the 15th Avenue extension was ready for <br /> presentat ion. ' Motion carried. <br /> On discussion of the couplet previously, it was proposed that a public hearing should <br /> be held and notice of the hearing be given so that the general public would have a <br /> e 12/23/63 - 3 <br /> .~ <br />
