Resignation.Judge John Barber, Jr.: - John L. Barber, Jr.,is,tesigning as municipal judge <br /> on June 30, 1965. He was presented a certificate of recognition by Mayor Cone, who com- <br /> mended Judge Barber on his 18 years of service with the city of Eugene and for the fine <br /> I manner in which he has conducted the municipal cillrt and the co-operation he has ex- <br /> tended the City administration during his term of service. <br /> Retirement. Hedley Holeman - Mr. Hedley Holeman is retiring from the position of assess- <br /> ment supervisor in the Finance Department, effective June 30, 1965, after 40 years of <br /> service with the city of Eugene. Mr. Holeman was not present to receive recognition <br /> at this meeting. . <br /> Mr; Chatt moved seconded by Mrs. Lauris that Item 1 of the Committee report be received and placed 'on <br /> file. Motion carried. <br /> 3 2. Equitable Parking Committee Report (Downtown Parking Assessment District) - Mr. Ralph <br /> Hillier and Mr. ' Donald Husband, attorneys representing the Equitable Parking Committee, <br /> reported to the Council on the plan which they will present at the regular Council meet- <br /> ing on Monday, June 28, 1965, They are proposing this ptan to replace the downtown <br /> parking assessment district proposed by the Downtown Study Committee appointed by the <br /> Mayor. Mr. -Husband reviewed briefly the Equitable Committee's "proposal, explaing the <br /> \ high points and the necessary steps to formulate a taxing district and an administra- <br /> tive body to administer the entire parking program. After some questions and further <br /> discussion, Mr. Hawk moved seconded by Dr. Purdy to delay a decision on the assessment <br /> district until the Council meeting scheduled for July 12, 1965 in order to giv~ the <br /> Mayor's Downtown Study Committee an opportunity to review the Equitable Committee's <br /> proposal. Motion carried. <br /> I Mr. Chatt moved seconded by Mrs. Lauris to approve Item 2 of the Committee report. Motion carried. <br /> 4 3. Planning Commission Report. May 4, 1965 <br /> a. Slot Car Racing in C-2 Zones. Caldwell - Mr. Andrew W. Caldwell, Andy's Catering <br /> Service, requested permission to install slot car racing, a new activity, in a C-2 <br /> Neighborhood Commercial District. The Planning Commission recommended that slot <br /> car racing should be confined 'to C-3 or C-3P zones. Mr. Chatt 'moved seconded by <br /> Mr. Crakes to refer this item to a joint Planning Commission-Council meeting. <br /> e Motion carried. <br /> Mr. Chatt moved seconded by Mr. Crakes to approve Item 3a of the Committee report. Motion carried. <br /> 5 4. Variance. Curb Requirement. Standard Oil Company. 515 East Broadway - The Board of <br /> Appeals had previously considered the request of Standard Oil Company to waive the <br /> requirement to install' a 6" curb adjacent to the sidewalk at their station at 515 <br /> East Broadway, and had denied the request. Standard Oil' is now appealing this de- <br /> cision to the Council. Mr. Chatt moved seconded by Mr. Lassen to deny the request. <br /> Motion carried. <br /> Mr. Chatt moved seconded by Mr. Crakes to approve Item 4 of the Committee report. <br /> Mr.John Hardup, engineer for Standard Oil Company, and Mr. Bert Churchill, member of the Oil ana Gas <br /> Industry Board, both requested recons'ideration of the decision to' requ'ire the 6" wheel bumper. <br /> I A vote was taken on the motion, and motion carried. <br /> 6 5. Variance. Sidewalk Construction Low-Rent Housing, 3rd and High - Mr. Don Lutes, archi- <br /> tect for the low-rent housing project at 3rd and High, presented a plan showing the <br /> proposed sidewalk treatment around the property. A variance would be required since <br /> the proposed sidewalk does not conform to Code requirements. Mrs. Lauris moved <br /> seconded by Mr. McNutt to grant a variance allowing construction of the 'sidewalk as <br /> planned.
