Taylor C 64-l51}- The Planning Commission recommended denial of this request, and Mr; Anderson , , moved seconqed by Mr. McNutt ,to deny the requested annexation~ Motion carried, Mr. Chatt and Mrs. Lauris voting no. 2 b. Rezone C-2 northeast corner Roosevelt Boulevard and Maple Street. Planning Com- mission C65-l09) - The Planning Commission recommended approval of this rezoning request f~om RA Outer Residential. Mr. Chatt moved seconded by Mr. Lassen to re- zone the area C-2. Motion carried. 3 c. Amend Zoning Ordinance to allow Slot-Car Racing in C-2 Zones - The Planning Com- o mission recommended approval of an amendment of the zoning ordinance which would allow slot-car racing in C-2 zones. Mr. Chatt moved seconded by Mr. Lassen to approve the amendment. Motion carried. . e Mr. Chatt moved seconded by Mr. McNutt to approve Items 4a, 5a, 5b, and 5c of the Committee report. Motion carried. 4 6. Medical-Hospital Insurance. City Employes - The City Manager stated that since the ballots cast by City employes on family coverage resulted in such a narrow margin between accepting or rejecting the newly proposed coverage, PHA proposed that family I coverage be offered under both the current and proposed plans. Contracts covering both plans were submitted for approval. Mr. Chatt moved seconded 'by Mr. Lassen to approve both contracts. Motion carried. . 5 7. Dedication. Williams Street and Laurelhurst Drive. EWEB - The Eugene Water and Electric Board requested dedication for street right-of-way and pedestrian way portions of a substation site in connection with approval of a minor subdivision in the Bethel- Danebo area. The dedications would extend Williams Street and Laurelhurst Drive. Mr. Chatt moved seconded by Mrs. Lauris to approve the dedication 'of these rights- of-way. Motion carried. Mr. Chatt moved seconded by Mr. McNutt to approve Items 6 and 7 'of the Committee report. Rollcall vote. All councilmen present voting aye, motion carried. 6 8. Equipment Purchase. Front End Loader and Drop Hammer Attachment - A tabulation of bids was presented as submitted on this equipment, and the Public Works Department recommended purchase of the Case loader from Case Power and Equipment Company on their bid price of $5375, including trade in of a 1948 Byers 61 ~hovel unit. Mr. McNutt moved seconded by Mr. Chatt to approve the recommendation. Motion carried. 7 9. Bid Opening Improvement Pro;ects. August l7. 1965 - A tabulation of bids was sub- mitted on various improvement projects, and the Public Works Department recommended that contracts be awarded to the low bidder on construction of sanitary sewer in Bethel-Danebo Improvement District BD-65-l and on sidewalk construction on 27th I from Columbia to Spring. It was also recommended to reject as too high the bids on sidewalk construction on Oakway Road from Oakmont Way to ~ariat Drive. Mr.Chatt moved seconded by Mr. McNutt to approve the recommendations. Motion carried. 8 lO. Bid Opening. Various Pro;ects Parks Department. August l6. 1965 - A tabulation of bids was presented on the construction and lighting of four tennis courts at Willamette High School, construction of a hay barn at Hendricks Park, and paving in South Amazon Park. The Parks Department recommended that contracts be awarded to the low bidder on each of the projects, except that the contract for construc- e tion of the tennis courts be awarded on Alternate 2 which provides that cement coloring be furnished by the City and applied by the contractor. Mr. Chatt moved seconded by Mrs. Lauris to approve the recommendation. Motion carried. 9 11. Overlength Curb Cut. 18th west of Chambers. Lockmead Dairy. Gibson - Mr. H. Gibson requested two 20-foot curb cuts separated by a lO-foot safety island for the Dairy Mart Drive In on 18th Avenue west of Chambers Street. The Public Works Department recommended approval of the request. Mr. Chatt moved seconded by Mr. Anderson to allow the two 20-foot curb cuts. Motion carried. 10 l2. Eugene-Springfield Boundary Line - The Springfield City Council suggested that a meeting be held with the Eugene City Council on September 9, 1965 at 7:30 p.m. PDT at the Springfield Library to discuss the Eugene-Springfield boundary line, sewer service to areas outside both City limits, and reorganization of Central Lane Planning Council. The date and time for such a meeting were agreeable for the I Eugene City Council. 11 13. Appointments. Library Board and Human Rights Commission - Mayor Cone recommended the appointment of Mrs. Ralph Carlson, 708 .Kimwood Place, as a member of the Library Board replacing Mrs. Ralph Cobb, resigned, for the term ending January 1, 1968: He also announced the appointment of Mrs. A. Robert Thomas, 2271 Birch Lane, as a member of the Human Rights Commission replacing Mrs. William H. Sills, resigned, for the term ending January l, 1968.
