Jerold Keiffer, member of the Finance Committee, <br />outlined some of the suggested methods for financing the building. Public financ- <br />ing will be required.to erect the building and possibly some money in addition to <br />revenue produced by the building will be required each year for maintenance. <br />Mr. Keiffer stated that at the pres~nt time the cost for the structure is based <br />on approximately $1000 per seat. <br /> <br />1 <br /> <br />2. Eugene Development Agency/Urban Renewal Agency.- Wallace Swanson, vice chairman of <br />the Eugene Development Agency, the City Attorney, the Assistant City Manager, and ~ <br />the Planning .Engineer had visited the HUD office in San Francisco relative to the <br />establishment of a development agency in Eugene. The City Attorney explained the <br />opinion 6fi HUD's attorneys with regard to transferring responsibility from the <br />Urban Renewal Agency to the Eugene Development Agency. He advised that the re- <br />sPQnsibi1ity could not be shifted until the State enabling statute is amended. <br />Mr. Crakes moved seconded by Mr. Lassen that the present organization of the Eugene <br />Urban Renewal Agency be continued and that that Agency recommend to the 1967 <br />Legislature that the law be ameQded to provide that the organization of an exist- <br />ing Urban Renewal Agency may be changed fro~ a city council to at least five ap~ <br />pointed members. The motion also included that the Eugene Development Agency be <br />requested to continue as a recommending and advisory agency in regard to Eugene's <br />downtown redevelopment program. Rezoning to C-3P area between Coburg and Oakway, McKay A~reement - The City Manager <br />briefly explained changes in the proposed ag~eement between the City and Miles McKay <br />concerning rezoning of this area. The agreement will be presented later for ap- <br />proval or rejection. No action was taken. <br /> <br />4 <br /> <br />5. Assessment. Paving Wood Acres Drive. McCann - M. W. McCann, 2180 Wqod A~res Drive, <br />had sent a check for $801.40 to the Finance Department whicQ was $250.00 less than <br />the total amount of assessment against his property for sewer construction on Wood <br />Acres Drive. He explained the balance of $250 would not be paid until the paving <br />on Wood Acres Drive had been repaired satisfactorily. The letter and City Recorder's <br />reply to the letter were placed on file. <br /> <br />Mrs. Lauris moved seconded by Mr. Crakes that Items 1 through 5 of the Committee report be approved. <br />Motion carried. <br /> <br />Councilman Hawk arrived at the meeting at this point., <br /> <br />Committee meettng held February 24, 1966: <br /> <br />I <br /> <br />5 <br /> <br />"Present: Mayor Cone; Councilmen Hawk, Crakes, Purdy, Anderson, and Las~en; City Manager; <br />Assistant City Manager; Administrative Assistaot; City Attorney; City Recorder; <br />public Works Director; and others. <br /> <br />e <br /> <br />1. Filing Survey and Planning Application - The,Assistant City Manager explained that <br />the application for downtown redevelopment planning funds from the Oepartment of <br />Housing and Urban Development will be presented for Council consideration at the <br />February 28, 1966 meeting. If approved, a conference wil~ be arranged with the HUD <br />people in San Francisco to be attended by the Assistant City Manag~r and the chair-. <br />men of the Eugene Urban Renewal Agency and Eugene Development Agency. No action <br />was taken. <br /> <br />Mrs. Lauris moved seconded by Mr. Hawk that Item 1 of the Committee report be received and filed. <br />Motion carried. <br /> <br />6 <br /> <br />2. Traffic 1-way eastbound Broadway, Pearl to High - The Traffic Engineer graphically <br />pointed out the flow of traffic at.the intersection of Broadway and Pearl, giving <br />statistics on vehicvlar and pedestrian volumes in consideration of designating <br />Broadway as I-way eastbound from Pe?rl tQ High. Paul Lansdowne, manager of the <br />Eugene Hotel, and also speaking for Mr. Hearn, operator of the.service station at <br />the corner of Broadway and Pearl, stated that much of their business comes from <br />the south and east and thqt they felt there is no need at thts time for the change <br />in traffic pattern. Mr. Hawk moved seconded by Mr. Anderson to extend the 1-way <br />traffi~ on Broadway from Pearl to High. Motion carried, Mr. Crakesvoting no. <br /> <br />I <br /> <br />Mrs. Lauris moved seconded by Mr. Hawk to approve Item 2 of the Committee report.. <br /> <br />Howard McNeil and John Osborne, operators of theTi~bers Motel, and Mr. Hearn, operator of the service <br />station at Pearl and Broadway, objected to any change in the traffic pattern. Mrs. Lauris and <br />Mr. Crakes suggested the traffic pattern remain as it is pending the report of the Eugene D~velop- <br />ment Agency with regard to downtown r~deve~opment, and Mr. Crakes moved ,seconded by Mrs. Lauris to <br />table the item.
