Cone with the following councilmen present: Mr. Anderson, Mrs. Lauris, <br />Messrs. Purdy, McNutt, and Lassen, and Mrs. Hayward. Councilmen McDonald and Wingard were absent. <br /> <br />ORDINANCES <br /> <br />1 <br /> <br />Council Bill No. 8257 - Regulating zoning in the city of Eugene, submitted and read in full on <br />January 22, 1968 with subsequent hearings on' January 29, February 5, 12, and 19, 1968, and given <br />second and 'third readings on March 11, 1968, and held for final pas'sage on this date, was brought <br />on for consideration. <br /> <br />il <br />il <br />!I <br />Ii <br />II <br />II <br />(I <br />II <br />II <br />Ii <br />" <br />'I <br />1 <br />Ii <br /> <br />Mr. Anderson moved seconded by Mr. Lassen that the council bill in its final form be approved and <br />given final passage. <br /> <br />Wilson Hutchison, engineer, read a letter from the Professional Engineers of Oregon stating the <br />Engineers' position with regard to Article 22 and Section 18.05. He said the Engineers agree with <br />delay of adoption of Article 22 untilsuitab Ie standards are set for determining flood hazard <br />districts. With regard to Section 18.05, Mr. Wilson reiterated the Engineers' position that the <br />entire section should be deleted, or, failing that, the design team should include a greater number <br />of professionals. He suggested listing of the professionals alphabetically and listing the engineer <br />and land surveyor separately, onthe basis that the two professions are not interchangeable. <br /> <br />Mr. Wilson also called attention to the wording in Section 11.01, the first paragraph, "...small <br />shopping clusters in integrated shopping centers..." and asked if the word "in" should be "or." It <br />was agreed the wording would be changed to read "...clusters E.E. integrated...." <br /> <br />James Britton, engineer, Don Smith, architect, and Betty Niven, Planning Commission Chairman, entered <br />into considerable discussion with Council members concerning the "design team" and professional <br />criteria required for members thereon. The City Manager suggested the wording of Section l8.05(c) <br />be changed to read: "A registered engineer or a registered engineer and a land surveyor licensed by <br />the state of Oregon." <br /> <br />George Marx again suggested expansion of Section 19.10 to include multiple-family residential <br />districts. <br /> <br />i <br />lSo05(cJ <br />I, <br />II <br />Ii <br /> <br />Mr. Lassen moved seconded by Mrs. Lauris to amend the motion to include the wording of Section <br />as suggested. Motion carried. <br /> <br />A rollcall vote was taken on the motion to approve the council bill in its final form as amended <br />and give it final passage. All councilmen present voting aye, the bill was declared passed and <br />numbered 15158. <br /> <br />2 <br /> <br />Council Bill No. 8246 - Amending Code to Regulate Signs in Various Zone Classifications, <br />mitted and given three readings on January 22, 1968, held to March 11, 1968 and again to this <br />pending adoption of Zoning Ordinance 15158, was brought on for consideration. <br /> <br />I <br />I <br />ROllcalll! <br />I' <br /> <br />sub- <br />date <br /> <br />Mr. Anderson moved seconded by Mrs. Lauris that the bill be approved and given final passage. <br />vote. All councilmen present voting aye, the bill was declared passed and numbered 15159. <br /> <br />NEW BUSINESS <br /> <br />3 <br /> <br />1. Fence, West Belt Line Floodway - Residents living along Juhl Street requested that <br />the City construct a fence along the east side of the West Belt Line Floodway be- <br />tween Royal Avenue and Barger Drive. The Public Works Department reported the <br />floodway was located along the Belt Line Road at the City's request, ,and an agree- <br />ment between the City and the County provided for its construction by the County <br />in return for material excavated. The County denied the City's request for con- <br />struction of a fence along the east side of the floodway, installing it instead <br />on the west side. The Public Works Department estimates a cost of $6,800.00 to <br />construct a similar fence along the east side. <br /> <br />1 <br />Ii <br />:1' <br />, , <br />I <br />II <br />',I <br />Ii <br />ii <br />II <br />I! <br />:! <br />II <br />l <br />I' <br />III <br /> <br />Mrs. Robert Fisher, 1341 Juhl Street, said owners of properties abutting the ditch <br />feel it is the City's obligation to install a protective fence on their side since <br />the drainageway was not a natural stream and was excavated after they had purchased <br />their properties. <br /> <br />Some discussion followed concerning access to the ditch for cleaning and the <br />Cou~ty's previous refusal to move the fence to the east side. <br /> <br />Dr. Purdy moved seconded by Mrs. Hayward that a Council committee meet with County Commissioners to <br />discuss the possibility of moving the fence to the east side and to set policy for future similar <br />situations.
