The primary purpose of <br /> off-premise signs is to provide a service for the traveling public entering or leaving the city <br /> along major thoroughfares, where motels, restaurants, service stations, and other tourist services <br /> are concentrated. A business may have one directional off-premise sign within one mile distance from <br /> the business within the Highway Oriented District, providing such sign is not over thirty-two (32) <br /> square feet in surface area." <br /> Ray Wolfe, speaking for the Ad Hoc Committee, requested delay in consideration of this <br /> amendment until discussion of Section 6. James Pearson explained that this amendment is <br /> tied to the Ad Hoc Committee's request for deletion of Section 6 in its entirety. <br /> Mrs. Hayward withdrew her second, and the motion died with no other second. <br /> Mr. Anderson moved seconded by Mrs. Hayward that Section 3 be tabled temporarily. Motion carried. <br /> Mr. Anderson moved seconded by Mr. Lassen to adopt Section 4 - Prohibited Signs. <br /> . Gordon Cottrell, representing the Used Car Dealers, said the use of string lights was <br /> beneficial in the display of merchandise and lighting of used car lots, and he mentioned <br /> the relationship between this section and Section 10 having to do with retirement schedules. <br /> He suggested changing the ordinance to allow use of streamers, banners, etc. , for special <br /> promotional events not to exceed four in a year for 3D-day or two-week periods. <br /> . John Tiffany said he felt flags, pennants, posters, etc. , should be allowed for certain <br /> . merchandising events and asked who was to determine the standards set by Section 4.7 - <br /> Unsightly Signs. Mrs. Niven said the Planning Commission still recommends the unde- <br /> sirability of this type signing and urged the Council to make no alteration. Dan Herbert <br /> also supported the section as written. He also asked for a three-year amortization <br /> period for string lights. <br /> Ray Wolfe presented the Metro Ad Hoc Committee's recommendation to add a Section 4.8 <br /> which would prohibit any off-premise signs except the directional signs suggested under <br /> the recommended Section 3.6. Considerable discussion followed with regard to determina- <br /> tion of standards set by Section 4.7. Dick Richards, Goetling Signs, asked if a committee <br /> would be appointed to determine which signs would be allowed under this section. Mrs.Niven <br /> said this section was taken directly from the old zoning ordinance and it was understood <br /> the Building Department would continue to issue permits under the present procedure. <br /> . <br /> Dr. Purdy moved seconded by Mrs. Lauris to amend the motion to change Section 4.5 to read: "Which ro- <br /> tates or has a rotating or moving part or parts, except time and temperature indicators." <br /> There was considerable discussion with regard to prohibition of any type of movement which <br /> this amendment would provide, and it was established that it pertained to mechanical move- <br /> ment only, not lighting movement covered by Section 5. <br /> A vote was taken on the motion to amend as stated, and motion to amend carried, Councilmen McNutt, <br /> Lassen, and Wingard voting no. <br /> . A vote was taken on the original motion to adopt Section 4 as amended, and motion as amended carried. <br /> Section 6 - Billboard Signs and Other Off-Premise Signs - was introduced. Section 5 - <br /> Illumination - was postponed to assure discussion of Section 6 at this meeting. <br /> Mrs. John Northway read a statement of the League of Women Voters supporting the billboard <br /> restrictions. <br /> @I' Dan Herbert referred back to Section 4.4 and said the directional purpose provided by <br /> billboards is needed. Mrs. Niven suggested that Section 4.4 include the words "...except <br /> as provided in Section 6 of this ordinance." <br /> Brian Obie introduced Roger Emmons, executive secretary of Oregon Outdoor Advertising <br /> Association, who presented slides and distributed to Council members a list of recommended <br /> changes to the ordinance. Mr. Emmons explained the Association's position with regard to <br /> each of the requested amendments. <br /> Mr. Anderson moved seconded by Mr. Lassen to adopt Section 6 of the proposed ordinance <br /> Mrs. Hayward said she felt billboards should be eliminated, and she moved that the motion be <br /> . amended to delete Section 6 entirely. The City Attorney ruled the motion out of order. He said it <br /> was contrary to the original motion. <br /> . Some discussion followed with regard to proposed fees in relation to fees now charged for bill- <br /> board construction permits, areas of the City where billboards would be prohibited under the <br /> proposed ordinance, and the financial impact on outdoor advertising business. Mr. Obie said, <br /> on inquiry from Councilman Purdy, that he would support removal of billboards on Willamette <br /> from 19th south if it would help in obtaining a reasonable ordinance. <br /> Ray Wolfe urged the Council not to accept amendments proposed by the Outdoor Advertising <br /> Association, but to prohibit billboard signs in the City on the basis that they obstruct <br /> the view, are detrimental from the viewpoint of serving special interests, and contribute <br /> . to safety hazards.
