<br /> Regular meeting of the Common Council of the city of Eugene, Oregon was called to order by Council
<br /> President Lester E. Anderson in the absence of Mayor Cone at 7:30 p.m. on December 9, 1968 in the
<br /> Council Chamber with the following other councilmen present: Mrs. Lauris, Dr. Purdy, Mr. Lassen,
<br /> Mrs. Hayward, and Messrs. McDonald, Wingard, and Teague.
<br /> Minutes of the Council meeting held November 13, 1968 were approved and mailed to Council members.

<br /> The Public Works Department recommended, with the City Manager concurring, that the contract be
<br />. awarded to the second low bidder, Wildish Construction Company, for apron and runway overlay and
<br /> taxiway renovation on their alternate bid price of $325,125.10, and to Steeck Electric for taxiway
<br />.. lighting on their bid price of $60,634.00, subject to approval by the Federal Aviation Administration.
<br /> A report from the Public Works Department was read with regard to an existing contract with C. J.
<br /> Montag & Sons, the low bidder. The City Manager said it would be in the best interest of the City
<br /> not to accept another contract from Montag until problems are resolved on the existing contract.
<br /> He said Montag was informed of the recommendation, which resulted in the letter addressed to Council
<br /> members explaining Montag's position.
<br /> Councilman Lassen asked if all the cost of the project is covered by the FAA grant. The Manager
<br /> said not, and that Federal money would not cover the difference between the~low bid and second
<br /> low bid.
<br /> Councilwoman Lauris asked if the delay on Montag's present contract was caused by weather. The
<br />. Manager said it was a major factor and was taken into account in making the recommendation to award
<br /> to the second low bidder. The Assistant City Engineer reviewed the history of the present contract
<br /> giving award and completion dates; extension, etc. In answer to questions from Councilmen. Purdy and
<br /> Lassen, the Public Works Director compared bids on the taxiway lighting on the first bid call with
<br /> the single bid received at this opening.
<br /> Mr. Wingard moved seconded by Mr. Lassen to hold action on the contract award to allow discussion
<br /> at the Thursday, December 12, committee meeting. Motion carried.
<br /> It was understood copies of the Public Works recommendation with material concerning the present
<br /> Montag contract would be given Council members prior to the Thursday meeting, and that the Montag
<br />e people and other interested bidders would attend the committee meeting.
