Planning Commission Report - November 25, 1968 <br /> a. Rezone to C-2 area on north side of Broadway between Hilyard and Alder, <br /> Campbell - The Planning Commission. recommended rezoning the area from M-2 <br /> to allow construction of a motel on the condition that the Building Depart- <br /> ment is instructed to issue no building permits for that property until the <br /> Planning Commission is informed and agreement reached between the City and <br /> Mr. Campbell with regard to phasing out of the existing ice plant. The <br /> Manager reviewed the history of this rezoning request and said approval would <br /> make the ice plant a non-conforming use and prohibit the issuance of any build- <br /> ing permit for that property. He said no commitment has been made relative to <br /> a time limit on the operation of the ice plant, but the Planning Commission <br /> feels a C-2 zone is better from the City's standpoint. <br /> Mr. Anderson moved seconded by Mr. Wingard to approve the rezoning on the <br />" conditions set forth by the Planning Commission. Motion carried. <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 9a of the committee report. <br /> The City Manager, in response to a question from Councilwoman Lauris, said no time limit was set for <br />. phasing out operation of the ice plant. He said it is a one-man operation, and Mr. Campbell plans to <br /> cease operation of the plant when that one man retires. <br />. A vote was taken on the motion to approve, and motion carried. <br /> 2 b. Street Opening, 5th west from Bertelsen Road - Lane Coun~y requested opening <br /> of 5th Avenue west from Bertelsen Road to give access to properties severed <br /> from public right-of-way by the County. The Public Works Director requested <br /> that the City's acceptance of dedication of this right-of-way be subject to <br /> the County's being responsible for drainage of the area. <br /> Dr. Purdy moved seconded by Mr. Anderson to accept the right-of-way from the <br /> County subject to working out agreement on responsibility for the drainage. <br /> Councilman Lassen asked if ditches to the west would be cleaned out. The <br /> Public Works Director said nothing can be done by the City until ~he Soil <br />. Conservation Service program is s.tarted downstream. <br /> A vote was taken on the motion as stated, and motion carried. <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 9b of the Committee report. Motion carried. <br /> 3 10. Echo Hollow Pool, Change Orders - The Parks Director and architects for the Echo <br /> Ho llow Poo 1 recommended ,change order s add ing the fo llowing: (1) Better qualtiy <br /> of pool deck equipment, mainly guard chairs and diving stands - $6,437.00; (2) <br /> Increase tint in glass on west wall and add tint in glass on east wall, originally <br /> plain -$4,759.00; and (3) Change 4-foot acoustical grid in natatorium to 5-foot <br /> . grid - $1,710.00. The City Manager said the proposed additions are within the <br /> amount budgeted for the project and are items cut from the original plans to <br /> assure the building would be constructed. The Parks Director said these items, <br /> if they are to be included, would have to be installed now or not at all. <br /> Dr. Purdy moved seconded by Mr. Lassen to approve the change orders submitted. <br /> Motion carried. <br />f) Councilman Lassen asked if other. additions are anticipated at this time. The <br /> Parks Director replied that as the project proceeds and it appears savings are <br /> being made, other items cut from the original plans could be put back in so long <br /> as the overall project cost is not exceeded. <br /> Mr. Lassen moved seconded by Mrs. Lauris to approve Item 10 of the Committee report. Rollcall vote. <br /> All councilmen present voting aye, motion carried. <br /> 4 11. Bids, Sidewalk on McLean Boulevard - The Public Works Department recommended award <br /> of contract to R. C. Parsons at the low bid price of $1,392.49 for construction of <br /> sidewalk on McLean Boulevard from Chambers to McKendrick. Mr. Anderson moved <br /> seconded by Mr. Lassen to approve the recommendation. Motion carried. <br /> 5 12. Bids, Fence, West Belt Line Floodway - The Public Works Department recommended <br />. award of contract to Fred Stubbert at the low bid price of $3,644.20 for construc- <br /> :./ tion of a fence along the West Belt Line Floodway. Councilman Lassen asked about <br />l maintenance of the fence and whether there would be access to the ditch. The <br /> Public Works Director said maintenance would be the City's responsibility and that <br /> the matter of access has not yet been resolved. <br /> Mr.. Anderson moved,:seconded by"Dr~ Purdy to award the contract as recommended. <br /> Mr. Lassen asked if there was provision for reimbursement for existing fences <br /> constructed by individuals. The Public Works Director said-it was the attorney's <br /> recommendation that, because of legal entanglements in trying to work with prop- <br /> erty owners on a fence, the City build the entire fence itself and maintain it. <br />" 12/9/68 - 3 .... <br />
