<br />~48 <br /> <br />2/24/69 <br /> <br />Committee meeting held February 12, 1969: <br /> <br />Present: Councilmen Hayward, Purdy, McDonald, Beal, Gribskov, Mohr and Teague; City Manager <br />and staf; and others. <br /> <br />1 <br /> <br />1. Items from Mayor and Council <br />a. "Door-step" Legislation - Councilman Mohr asked Mrs. Betty Niven to report on the pos- <br />sibility of future legislation to resolve the problem of land use issues which come <br />before the County Planning Commission which are in reality City business. Mrs. Niven <br />said she had discussed with Representative W~gard the possibility of introducing <br />legislation which might set forth some legal criteria for resolution of these types <br />of problems, and outlined proposed legislation. She pointed out a map which illustrated <br />that over 90% of 1967 and 1968 county land use agenda items concerned property within <br />the fringe of the Eugene-Springfield metropolitan area. Mrs. Niven asked that the <br />,Council adopt a policy supporting corrective legislation. <br /> <br />Mr. Gribskov moved seconded by Mr. Mohr that the City Council support legislation which <br />would provide that no land use change within four miles of an existing city could be <br />enacted by a County Commission without concurrence by the governing body of that city <br />or the governing body of those cities lying within four miles. A copy of this proposal <br />should be forwarded to state legislators immediately. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item la of the Committee report. Motion carried. <br /> <br />2 <br /> <br />b. Chamber of Comerce Legislative Luncheons - Mrs. Hayward asked for volunteers to attend <br />the first of the Chamber of Commerce luncheons Saturday, February 22, 1969 at 8:00 a.m. <br />Mrs. Beal said she would attend. <br /> <br />3 <br /> <br />c. Community Goals Review -' Mrs. Hayward a~ked that an evening meeting be arranged to <br />review Community Goals. Mrs. Niven will~Uiena to explain the community goals and <br />policy to new Council members and to answer questions. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that items la and lb of the Committee report be received <br />and filed. Motion carried. <br /> <br />4 <br /> <br />d. Low Income Credit Union - Lane Human Resources has been meeting to discuss the possibil- <br />ity of formation of a Credit Union to serve ,the needs of Low Inrome Residents. Appli- <br />cation has been made to the Bureau of Federal Credit 'Unions. The purpose of this <br />Credit Union would be to provide loans to low income people and to offer membership <br />savings accounts'. Mrs. Hayward asked if the Council wished to support formation of a <br />low income credit union. <br /> <br />Mr. Mohr moved seconded by Dr. Purdy that the City Council of Eugene, in line with ~ts <br />general policy of encouraging development of economic strength in the community, recog- <br />nize the proposed development of a credit union for low income residents of Lane Oounty, <br />and offer its continued support (non-financial) for such a program. Motion carried. <br /> <br />Mrs. Hayward moved seconded bY'Mr. McDonald to approve Item ld of the Committee report. Motion carried. <br /> <br />5 <br /> <br />e. Council Study Committee - Since the Council has expressed such an interest in proposed <br />legislation, it was suggested that a committee of two or three council members meet <br />once a week to study material relating to legislation of particular interest to the <br />Council. There was some discussion of availability of material, and time and place for <br />a meeting. Mrs. Hayward, Mrs. Beal and Dr. Purdy agreed to meet on Fridays at 4:00 p.m. <br /> <br />6 <br /> <br />f. Budget Committee, Unexpired Term - The City Attorney, in answer to a question concerning <br />eligibility of members on the Budget Committee, submitted a memorandum in which he advised <br />the Council that a member of the Budget Committee who will be absent from the State of <br />Oregon for an entire year, would be considered unable to serve the term for which he was <br />appointed, and a new member should be appointed. Nomination would fall to Mr. Mohr. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that Items Ie and If of the Committee report be received <br />and filed. <br /> <br />After a discussion concerning Mrs. Campbell's extended absence]. and the possibility of her early <br />return, Mrs. Hayward said she would report to the Council on the extent of her absence from the City. <br />A vote was taken on the motion as stated, and the motion carried. <br /> <br />7 <br /> <br />2. <br /> <br />Joint Housing Committee Recommendations - Mrs. Betty Niven summarized proposed legislation <br />discussed by the Joint Housing Gommittee, and its recommendations to the City Council: <br /> <br />a. <br /> <br />H.B, 1065 - to amend <br />from $2500 to $3750. <br />income to $3500, but <br />supported. <br /> <br />income of senior citizens for the purposes of homestead exemptions <br />Previously the Council had supported a bill increasing maximum <br />the Committee felt this new bill was superior, and should be <br /> <br />Mr. McDonald moved seconded by Mr. Teague to support H.B. 1065.
