<br />. ~ <br />107 <br /> <br />4/14/69 <br /> <br />, <br /> <br />Dr. Purdy moved seconded by;Mr. McDonald to forward a letter to Dr. Chilcote informing him of <br />the Lane Regional Air Pollution Authority decision and that the Council upholds that decision. <br /> <br />There was Council discussion concerning further use of this land, and possible transfer of <br />income to other property to allow research to be continued. <br /> <br />A vote was taken on the motion as stated and motion carried. <br /> <br />'A subsequent report has been received from the Lane Air Pollution Authority ch,anging their recommendation. <br />Tests should be made when no nuisance conditions exist and after consultation with the airport control <br />tower, in a time when the weather bureau considers the area has adequate vertical mixing and ventilation. <br />The Authority recommended limited burning be granted on city property to find a justifiable economic <br />alternate means to field burning. Approval would be subject to conditions. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that the city grant approval to Oregon,'State Unive'rsity to <br />ronduct experimentation on city-owned property adjacent to the airport under conditions outlined by Lane ~~, <br />Air Pollution Authority. <br /> <br />,In answer to a question from Mr. McDonald the manager replied, this action would provide for limited burn-, <br />ing on city-owned property east of the airport. This would be nominal, burning as a control comparison. <br />The majority of the experimentation would be for other disease control methods. Mrs. Beal said she <br />understood the reason for requesting this particular piece of property was that it was typical of soil <br />,and methods used by other growers, and would therefore, be ideal for experimental purposes. <br /> <br />I <br /> <br />Mrs. Beal moved seconded by Mrs. Hayward to amend the motion to prohibit open-flame burning for research. <br /> <br />.Mrs. Beal said, in her opinion, adjacent seed growers' property could be used for control areas, since <br />'. crops would be grown on the same kind of land. This would decrease the amount of burning required, <br />since neighbor~ng property would undoubtedly be burned for disease control: <br /> <br />Dr. Purdy asked the director of the Lane Regional Air Pollution Authority if it was his op~n~on Oregon <br />State would be agreeable to such an amendment. Wilson Request on Behalf of Parmenter Pontiac - The City Manager explained that some <br />problems have arisen with regard to time scheduling and finances, and Mr. Wilson is appearing <br />on behalf of his client with questions on procedure. <br /> <br />, <br /> <br />Mr. William Wilson explained that his client, Parmenter Pontiac, is quite anxious to consum- <br />mate purchase of property, and is asking a vote of confidence so that he can proceed with~ <br />purchase. <br /> <br />The Planning Director said the Planning Commission has recommended rezoning to C-2 but there <br />are questions regarding curb cuts and other traffic problems. For this reason, the Planning <br />Commission gave the petitioners two options - to go through the,final reading of the ordinance <br />and hold zoning on the property until the plans had been reviewed by the Planning Commission, <br />or the City could enter into an agreement with owners of the property that, they would develop <br />under Planned Unit Development regulations. The first route was chosen by the petitioner, and <br />the oEdinance has been read three times and held for final approval until plans for develop- <br />ment are reviewed by the Planning Commission. Q <br /> <br />Mr. Stan Parrish said Mr. Parmenter was unwilling to develop under Planned Unit,Development reg-: <br />ulations because of uncertainty of final approval. He felt his time schedule was too tight to <br />risk refusal of plans. <br /> <br />The Council discussed the matter and concluded that the property should be developed in one of <br />the two ways suggested by the Planning Commission. <br /> <br />Mrs. Beal moved seconded by Mr. Teague that Mr. Wilson and Mr. Parrish discuss their approach <br />to problems with the Planning Commission and work out some solution with them, so that the <br />Planning Commission can recommend action to the City Council. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal to approve Item 4 of the Committee report. Motion carried. <br /> <br />I <br /> <br />2 <br /> <br />5. Skinner's Butte War Memorial - A memorandum to the City Coqncil from MarvinW. Ostberg; l754~ <br />Orchard Street, Dale Smith, PO Box 322, Springfield, and Gerald Jensen, 90 Silver Lane, was <br />read by the City Manager. <br /> <br />Mr. Ostberg said it was their intent to erect a war memorial atop Skinner's Butte and they <br />were requesting a building ,permit for that purpose. <br /> <br />The Mayor commented that the Council had passed a resolution several weeks ago not to take <br />any action relative to the cross issue, and since this is a related matter, it would seem <br />inappropriate for the Council to take action while the matter is in litig~tion before the courts; <br /> <br />4/14/69 - 2 <br /> <br />..... <br />
