Collective Bargaining, Advisory Commission - Councilman Mohr submitted a recommendation <br />for 'establishing 'an advisory commission to develop legislative recommendations on city <br />collective'bargaining for the Council's consideration. He proposed the commission be <br />composed of three or four members w~ose professional careers are in labor relations, <br />labor law and municipal corporations. This Commission would take testimony from both <br />the Administration and the Unions as to factors to be considered. <br /> <br />I <br />I <br />I' <br />I <br /> <br />The Mayor suggested that this recommendation be taken under advisement. He did not <br />'feel any discussion should be entered into until after passage of the budget. <br /> <br />Mrs. Hayward suggested trn t the Council discuss the formation of such a commission at <br />the committee meeting next Wednesday. The Mayor felt the staff should have an opportun~~) <br />i.ty to dig out ~atedal n~cessary for such a di~cusSion. . . . .. . I <br /> <br />There was Councl.l dl.scussl.on about the proper tl.me for formatl.on of an advl.sory comml.S-:,'::: <br />sion. <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal that the matter of an advisory commission be <br />placed on the agenda for the meeting of Wednesday, May 14. <br /> <br />To clarify the motion for Mr. McDonald, Mrs. Hayward said Mr. McKinley might have some- <br />thing he would want to bring before the Council, but she did not think it would be <br />necessary, nor would it be necessary for the unions to appear at that time. What the <br />Council would consider would be a commission to identify facto~s that should be con- <br />sidered in taking the matter of collective'bargaining under consideration. The matter <br />of who appoints the commission should also be considered at that time. <br /> <br />A vote was taken on the motion. Motion carried. <br /> <br />Mrs. Hayward moved;seconded by Mr. McDonald to approve Item lb of the Committee report. Motion carried. <br /> <br />c. Educations Opportunities, City Jail - Mrs. Hayward introduced Mrs. Jean Tate, who <br />described a situation which had occurred at the City ITail, and asked that the Council <br />consider studying present rules for possible amendment tol allow inmates of the jail an <br />opportunity for furthering their education while held in jail. <br /> <br />Mr. Mohr said this is one of a river of problems centering on the jail and bail system. <br />The Council is planning to attack these problems and hopes citizens will participate. <br />They will add this problem to the list. <br /> <br />I <br />I <br />,/ <br />1 <br />I <br /> <br />,I <br />I <br />! <br />I <br />i <br /> <br />Mrs. Hayward said perhaps the Council is more rigid in this matter than it should be, <br />and asked for a report from the staff. In answer to Mr. Mohr's question, Mrs. Hayward <br />said she thought perhaps the policy should be changed with regard to school services, <br />and that the Council should Thave a discussion about this matter with a report from the <br />staff. Mrs. Hayward thanked Mrs. Tate for coming. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that Item lc of the Committee r~port be received and <br />placed on file. Motion carried. <br /> <br />d. Budget Election, Voters Pamphlet - Mrs. 'Hayward moved seconded by Mrs. Beal to prepare <br />a voters pamphlet for the election. <br /> <br />In answer to a question from Mr. McDonald, the Director of Finance said a voter pam- <br />phlet would cost about $2,000. The election would be between $3500 and $4000. This <br />coulc probably be cut in half by scheduling an election to coincide with the State <br />election. <br /> <br />II <br /> <br />Mrs. Beal suggested that the voter's pamphlet <br />would see what services they.are voting for. <br />at this point. <br /> <br />be arranged in such a manner that voter~ <br />The Mayor said this is under consideration <br /> <br />A vote was taken on the motion. Rollcall vote. <br />All councilmen present voting aye, the motion carried. <br /> <br />Mr. Mohr said if the city election was held at the same time as the state election, it would cut the <br />cost of the election. The City Attorney advised,that there was a possibility this might be an illegal <br />election, and that this would not be worth the chance. Another date should be chosen.f. <br /> <br />Mrs. Hayward moved seconded by Mr. Gribskov to establish June 17, 1969 as the ,date ,for election on <br />the city budget to exceed the 6% limitation. <br /> <br />There was further Council discussion on possible dates for this election. Mrs. Beal expressed the <br />hope tmt the people could know the Council did not wish to spend'this extra'money on a special' <br />election. <br /> <br />The question was called on the motion as stated.
