<br />Mr. McDonald moved seconded by Dr. Purdy to accept the recommendations of Department of Public Works
<br />on Projects 1 through 18 with the exception of Nos. 8, 9, 13 and 15, which will be taken up indiv-
<br />idua 11y.

<br />Mr. Alan Curtis, 2370 Douglas Drive, protested paving of Douglas Drive on the basis of cost of the
<br />project, which he fe1t-~was too high. He felt that Mr. Wi1dish should have been excluded from bidding
<br />on this project, since-.he is an owner of over 50% of the property. In answer to his 'question, the
<br />City Manager said, there is no legal obligation 'to~obtain 100% of signatures on a petition, but
<br />generally speaking, the Council requests 50% of the owners. Mr. Curtis presented a petition protest-
<br />ing this project, signed by Mr. and Mrs. Marvin' Girardeau, 2398 Douglas Drive, Mr, and Mrs. Harley
<br />Coxen, 2380 McLean Boulevard and Mr. and Mrs. Curtis. Dr. Slocum had protested paving and sewer,
<br />saying the property boundary could not be accurately determined. Department of Public Works has
<br />checked into these claims and feels they are not justified.

<br />Mr. Marvin Girardeau agreed with Mr. Curtis' statements, and was concernee:about the high price of
<br />this project. In answer to Mr. Girardeau's concern over low bidder, Mr. Allen explained that a low
<br />lid could not be disallowed on a city project, just because the, bidder was a property owner. He also
<br />explained that the street would not terminate in a cuI de sac, but would be terminated with a guard
