Kendall Ford, Amicus Curiae Brief - In a memo the City Attorney said the Judge had <br /> denied application of the City to file a Brief Amicus Curiae. The City Attorney explained <br /> that the Judge ~~lt the city case had been presented adequately by-witnes~es, and filing <br /> of this brief was unnecessary. <br /> Mrs. Hayw.ard mov~d seconded by Mr. McDonald to receive and file Item 8 of the Committee report. <br /> Motion carried unanimously. <br /> Meeting held .June 18, 1969: <br /> "Present: Mayor Anders:> n; Councilmen Purdy, Hayward, Teague, Gribskov, Mohr and McDonald; <br /> City Manager and staff; and others. <br /> 1. Declaration, Charles Johnson - Mrs. Hayward moved seconded by Dr. Purdy that the <br /> following declaration in memory of Charles Johnson be approved by the Council: <br /> DECIARATION IN MEMORY OF CHARLES JOHNSON <br /> The tragic death of acting University of Oregon President Charles Johnson leaves a I <br /> significant void in our community. 'l <br /> His deep commitment to the administration of his office resulted from the personal I <br /> I oonviction that his role was to enable each member of the University community to learn , <br /> I and grow. <br /> It is evident that this should be the function of every commun~~y. <br /> Mr. Johnson's efforts to preserve and enhance the University's goals resulted in a year <br /> of reasonable calm. He was aided by those students and others who were inspired to <br /> confidence in his leadership. <br /> We should resist the inclination to regard the University of Oregon as ~ separate <br /> entity within the city of Eugene. The City is the University and the University is <br /> the City. Charles Johnson recognized this fact, and considered his charges as citizens <br /> first....with a responsibility to the community. <br /> We are grateful for his contribution to our civilization, and resolve to keep the prin- <br /> ciples of his commitment as a framework for a better life. <br /> I Mr. MOhr suggested that the declaration be entered into the record, as well as sending a <br /> copy to Mrs. Johnson. The Council agreed. <br /> Mrs. Hayward moved seconded by Mr. McDonald that the Council adopt the declaration in memory of <br /> Charles Johnson. Motion carried. <br /> b. Collective Bargaining, Study Committee - Mayor Anderson recommended appointment of a <br /> I committee for fact finding to consider issues of collective bargain~ng for employes <br /> as follows: Eaton Conant, Assoc. Dir. Inst. of Ind. & Labor Relations, U. 0.; Ken <br /> 1 TollenarJ, Bur. Gov. Research; John Boyer, Assoc. Gen Contractors; S. Ford, As s t. <br /> ! <br /> Dir. State Civil Servo Comm.; Robt. Fraser, Attorney. Mayor Anderson recommended that <br /> Mr. Fraser serve as chairman. <br /> Mrs. Hayward moved seconded by Mr. Gribskov to approve the recommendations of Mayor I <br /> Anderson for a committee on Labor Relations. I <br /> I <br /> i <br /> Mrs. Hayward asked that members of the budget committee meet with the Council in the II <br /> I: <br /> I near future to discuss recommendations regarding another election. " <br /> I The City Manager recommended the election date be set at the regular meeting of June I: <br /> I <br /> 23, budget committee meetings be held during the week June 23-27, a special Council lj <br /> meeting be held June 30 to pass the resolution calling an election. The earliest an Ii <br /> election could be held without a voters pamphl~t wou~d be July 15. <br /> It <br /> I After discussion concerning the need for a voters pamphlet and other considerations, <br /> ,I <br /> Dr. Purdy moved seconded by Mr. Gribskov that the Council schedule an election in If <br /> accordance with recommendations of staff, without printing of a voters pamphlet. <br /> I' <br /> The Manager asked for recommendations from the Council for submissions to the budget II <br /> committee. Mayor Anderson recommended that the Budget Committee meet Tuesday, June <br /> 24, 1969 at 7:30 p.m. in the McNutt Room.
