<br /> owner spoke in favor of the project, saying the road was in terrible condition.

<br /> I City Manager explained that the recommendation was to reject the bid.

<br /> Waiver of Bidding - Director of Public Works explained that the subdivider may legally waive bidding
<br /> I ana project, which occurred in this case.

<br /> Mrs. Hayward moved seconded by Mr. McDonald that the bids opened July 8, 1969 be awarded to the
<br /> low bidder in each case, and that No. 2 be subject to recording of plat and agreement that subdivider
<br /> i be assessed on storm sewers, No.3, that subdivider accept bid, subJect t_o recording of plat.
<br /> Contract shall be awarded to Wi1dish Construction Co. on each of Waivers, for amount stated.
<br /> In answer to a question from Dr. Purdy, Director of Public Works said it would be in order to
<br /> require a subdivider to show bonding ability. This has been done in thepas.t..'Dr;'Purdy.fe1t'
<br /> I this would be desirable in the case of A. & B. Subdivision.
<br /> I I Mrs. Hayward added to her motion a condition to A & B Subdivision that it be subject to conditions I

<br /> In answer to Dr. Purdy's question regarding problems of city acquiring undesirable property by
<br /> default, City Manager said Planning Department responsible for calling Manager's attention to any.
<br /> e subdivision which, in the judgment of the planning staff, is questionable regarding salability of
<br /> lots. At the present time one subdivision has placed securities on file with the City to assure
<br /> payment of as:sessments. Securities are released as lots are sold and built upon.

<br /> I b. Counci1-EWEB Joint Meeting - Councilwoman Bea1 asked whether a meeting had .been scheduled
<br /> I with EWEB to discuss a public hearing concerning selection of a site for a nuclear
<br /> power plant. Manager said EWEB had suggested July 7, but not enough Council members
<br /> I will be available for a meeting to make it profitable. Mrs. Bea1 was anxious that this
<br /> I meeting be arranged, as citizens are ~uite concerned and have urged a p.ub1ic hearing at
<br /> I . ( an early date.
<br /> I c. Traffic Check, University Area - Councilwoman Bea1 again expressed concern regarding
<br /> I traffic in- the University, west of the University and east of Wi11amette.. After Council
<br /> e , discussion, it was suggested that the ~nager instruct the Traffic Engineer to meet I
