Personnel Policies - SICK LEAVE - The present policy is one day for every month of <br /> I 1 <br /> I employment, which is not available for use until employed 90 days. There has been <br /> a limit of 90 days accumulation, and staff is recommending that the maximum be removed <br /> from this. There is a proposal from employe representatives to provide that the City <br /> pay in cash or in some way compensate for a portion of sick leave not used. It is <br /> recommended that sick leave be allowed for sickness of employes and be allowed for <br /> illness of employe immediate family, unless illness of too basic type, or would require <br /> extensive close care. In those cases they are expected to make other arrangements. <br /> Firefighters concur in this. <br /> COMPENSATION FOR SICK LEAVE TIME UNUSED.- Doug Post commented the employe group felt <br /> some type of compensation should be given after a certain length of time with the <br /> I City. Upon termination of at least ten years employment, an employe would receive pay <br /> for 25% of unused sick leave, up to a maximum of thirty days. This would provide a <br /> financial cushion until other work is found. The City has no unemployment compensation <br /> or insurance. This would also provide an incentive to accumulate sick leave, rather <br /> than abuse the privilege. <br /> e Pat Flynn said the Fire Fighters have a proposal, but felt if and when the philosophy <br /> of collective bargaining is accepted, this would be brought up. <br /> I Councilman Gribskov viewed sick leave as a type of insurance. It is nice to have <br /> when needed, but if you don't need it, you don't normally collect. <br /> I Mrs. Hayward felt there was something to be said for the argument that people are more <br /> apt to treat it as a kind of insurance rather than abuse the privilege if they have an <br /> incentive for accumulating it. <br /> Director of Public Works agreed that abuse was a problem in large departments, but did <br /> not understand the reasoning behind ten years. He felt there would still be abuse <br /> until the ten years was up. The staff would vote for some type incentive program. <br /> I Councilman Teague thought of this as a total package Certain people in the City don't <br /> I receive things like this, and the Council is interested in the overall package. <br /> Mr. Flynn suggested that this could be considered payment in lieu of unemployment <br /> insurance. <br /> COMPASSIONATE LEAVE - The City has a policy when a death in immediate family, department <br /> head may grant sufficient time off with pay to make arrangements and attend the funera 1, <br /> up to a maximum' of five calender days, which would not be charged to sick leaye.....The <br /> reasoning is that time required may vary in relation to distance. The Employe 'Assn. <br /> recommends five working days, and that brother-in-law. and sister-in-law be included, <br /> immediate family. .... <br /> as <br /> Mr. Post said the reasoning was that a person might die at a time when it was necessary <br /> to include a weekend. This could account for <br /> six days, and firemen would police own ranks so that six days would not be abused. <br /> Personnel Director said throughout the discussion the concern of the administration <br /> has been voiced. These things are all at the discretion of supervisors and department <br /> heads, who are .paid to carry this responsibility. <br /> e I Public Works Director said it is not the City's policy to carry the entire burden. I <br /> Individuals may still resort to vacation time, or leave without pay, for extreme cases. <br /> Mr. Gribskov moved seconded by Mrs. Hayward to add brother-in-law and sister-in-law <br /> to immed ia te family, under terms of compassionate leave. Motion carried. <br /> WITNESS ON JURY DUTY - Employe Assn. wants deletion of section saying "As a result of <br /> duties with the City". When an employe is subpoenaed as a witness for a reason other I <br /> than city business, the City has no part of it and should not pay his salary. <br /> ! <br /> Councilman Wingard said an employe who is an innocent bystander should be paid for his i <br /> time. The City attorney said compensation for a witness is about $5.24 per day. ! <br /> i <br /> I <br /> this obligation. Mr. Wingard said I <br /> Personnel Director did not feel the City had if I <br /> you are talking about participating as a citizen in justice, you are talking about I <br /> whether jury duty, or as a bystander witness. Councilman Mohr agreed with Mr. Wingard. i <br /> I Mrs. Beal asked about a person accused of a crime. Mr. Jackson said a Fireman is <br /> suspended without pay, if accused of a felony. If exonerated, he is reimbursed for I <br /> I <br /> lost time. I <br /> I <br /> i <br /> There was further Council discussion about.the right of the City to suspend a man I <br /> accused of crime.
