Councilman Wingard had resigned. <br /> I Council President Hayward announced that the Council had, in executive session before this meeting, <br /> I elected Mr. Tom R. Williams to fill the Council position being vacated by George Wingard; Ward 2, <br /> II for the term ending January, 1971. A letter was read from Mr. Jones, outlining reasons <br /> II for appea l. Information has been supplied to the Council by the Planning Department, including . <br /> I: a ,copy of Oregon State Board of Health report on landfill operation. I <br /> 'I <br /> II Mr. Ellis Jones explained his appeal had been based on two things - zpning procedure and pollution. <br /> II ~ince the property has been rezoned, he now bases his appeal on the matter of poliliution. Mr~. ~nes <br /> " <br /> I' <br /> il ~xplained the threat of pollution in the Willamette River, especially during periods of flood. <br /> " He felt the applicant should receive approval from the State Department of Environmental Quality. <br /> 'I <br /> 11 explained that his residence was close to this site, <br /> Ii Mr. Gordon Corum, 200 Green Acres Road, and <br /> ,I <br /> II that this area was all under water during the flood of 1964. He felt this was an improper site <br /> Ii <br /> II for a landfill operation, and that pollution would result. <br /> II Mr. Marvin Knutson, developer in the area, objected to this use, saying it would be detrimental <br /> II to his development because his buildings overlook the area, and it would be an ey~sore. <br /> II Mr. Robert Elfers, assistant to the Board of County Commissioners, explained that they were <br /> discussing only a 38 acre site at this hearing, and that plans have been drawn for a park on this <br /> I site when filling is completed. This should occur within six months or one year. He explained <br /> methods of compaction and precautions taken to insure pollution will not occur. Test drillings <br /> II a're being taken now on three proposed sites in this area. Mr. Elfers explained that permits, <br /> as such, are not provided by the State Department of Environmental Quality, but that they "watchdog" , <br /> 11 the site, and will not allow filling if there are pollution problems. <br /> ,I <br /> " In answer to Councilman Mohr, Mr. Elfers said with normal commercial haulage this area could be <br /> 11 <br /> I filled in six months. He said the County has absolute control over septic tank dumpage in <br /> I sanitary land fill. Lane County Health Officer does not allow it. This could be a condition of I I <br /> ! the City permit for use. As far as flooding is concerned, the State Sanitary Authority has <br /> , control over this, and will not allow operation within a certain distance of the river. <br /> I <br /> j ,_ ."x <br /> Mrs. Jones commented on the area to be filled, saying tha t, to them it was a thing of beauty as I <br /> I it is. '-~::;-;'. <br /> II <br /> Dr. Purdy said this will be a beautiful park with lakes and streams. The Council could not vote <br /> II for the landfill unless these future plans were to be carried out. In answer to Dr. Purdy's -' <br /> question, Mr. Attig, County Director of Public Works, said there are certain phases of park I <br /> 'I development which could be implemented immediately upon completion of the sanitary landfill. "'- <br /> II <br /> II Overall development is dependent upon availability of funds. Trees cannot be planted until <br /> I decomposition has taken place. <br /> I Councilman Mohr recorrnnended tabling this item until the Council can view the site. Councilman <br /> I <br /> I Teague agreed. Mrs. Beal requested that a representative from the Department of Environmental <br /> 'I Quality to discuss possible problems of pollution. <br /> II Mr. Cliff Everett said it was his understanding only industrial waste would be dumped at this I <br /> I <br /> site. Mr. Elfers said this would be for commercial haulers and only dry waste would be put in <br /> I the area below any existing water table, with domestic waste above that.
