Anderson, Mayor, at 7 :30 p.m. on December 8, 1969 in the Council Chamber with the follow- <br /> j ing Councilmen present: Mrs., Hayward, Dr. Purdy, Messrs; McDonald ~nd Teague, Mrs. Beal, Messrs. <br /> I Gribskov, Mohr and Williams.' , <br /> I Minutes of Council meetingsheld November 10, , 1969, as mail,e,d to Council membe!,s, wereappr?yed. <br /> I Petition, North Eugene High School Students - Mayor Anderson introduced Miss Pam O'Sullivan, who <br /> I <br /> I presented a petition signed by 3)3 students from North Eugene High School, requesting that the <br /> I cross on Skinner's Butte be retained as a symbol of our City and community. <br /> i <br /> I Foreclosure Sale on Delinquent Liens - Foreclosure procedure for delinquent assessment liens was <br /> established to allow the City to stay abreast of principal and interest on Bancroft Bonds. The e <br /> I City is currently proceeding, with a sale involving 246 assessments on 203 properties for a delin- <br /> quency of $262,322.44. Many of these have become delinquent since the last foreclosure sale in <br /> I' November of 1968. The sale date has been 'set for January 8, 1970. Delinquent assessments will be <br /> II <br /> II published and "may be,paid prior to sale date, to avoid legal foreclosure sale. <br /> II <br /> In answer to Dr. Purdy's question the Manager said no prev{ously foreclosed properties have been sold. <br /> I. <br /> I' Some are not clear, or ready for sale. City Attorney said? suit to quiet title is pending at this I <br /> I <br /> I time. A number of the foreclosed properties were owned by Lane County. In answer to Councilwoman <br /> I Beal the Attorney said most are new subdivisions having trouble with financing. Council Self-Study - Councilwoman Hayward reminded Councilmen of a prey,ious self~study <br /> " <br /> 'I where it was agreed changes should be made in procedure. Mrs. Hayward suggested that <br /> I, <br /> I' <br /> , a study session should be scheduled in the month of December. Perhaps at that time by-laws <br /> II <br /> " could be adopted. Mayor Anderson suggested that the Council meet December 15 for this <br /> Ii <br /> II purpose, at 7:30 1n the McNutt Room. <br /> II I <br /> II <br /> " 3. Availability of Movies - Councilman Mohr commented on 'concerns of the community about <br /> 'I <br /> (, quality and kinds of movies available for the general public, and suggested a <br /> I: <br /> Ii recommendation in open letter that the good offices of the City be provided to groups <br /> ij of persons wishing to expand'on various kinds of movies in terms of a filming society <br /> :1 or private club which could show movies. Mr. Mohr did not feel government should get <br /> " <br /> I ~ into the business of subsidizing movies, but could provide help to groups.
