Noise Control - Councilwoman Hayward asked if there was some way to effectively <br />enforce an ordinance controlling noise, especially as it relates to vehicles. Manager <br />said there is such an ordinance'in effect, but it is difficult to define noise. <br /> <br />Mrs. Beal suggested that studies he made of ordinances enacted in other cities, <br />and success with enforcement, and means to provide enforcement. <br /> <br />Mr. Ray said the City has a machine for measuring relative decibels, but its noise <br />limit is evidently set too low. Planning Director said the zoning ordinance provides <br />for limitation of noise level for new industry. He said the Community Goals state that <br />the City should press for state action on noise control. <br /> <br />e <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and place on file Item Ie of the Committee report. <br />Motion carried. <br /> <br />f. Air Pollution - Councilwoman Beal suggested that the amount budgeted by the City for <br />Lane Regional Air Pollution Authority should be increased sizeably. It was her <br />opinion that increased staff and equipment were a must if pollution was to be <br />eliminated in this area. <br /> <br />I <br /> <br />II <br />I, <br />I <br />I <br />j <br />.1 <br />11 <br /> <br />I <br /> <br />Councilman Teague, Council representative on the Authority, said a budget is being <br />prepared at this time, which would be presented to the State and Federal governments, <br />as well as to, the Cityc~.., In reply to Councilwoman Hayward's question, Mr. Teague <br />said the Authority would undoubtedly increase its scope if it felt the City and other <br />jurisdictions were willing to increase budgets. <br /> <br />C l, <br />\ <br /> <br />Mayor Anderson said it should be recognized that this is a regional problem and the <br />pieces must be fitted together. He said Central Lane Planning Council has a <br />proposed health plan, a portion of which will be to assess environmental health <br />problems to recommend priorities for further environmental health programs. The <br />City should get the benefit of their thinking and developments before proceeding <br />into a program which may not fit into the overall regional objectives. He <br />suggested that a meeting should be arranged to get all ideas, before committing <br />any money. <br /> <br />I' <br />II <br />I <br /> <br />Mr. Teague said he was sure the budget commiteee would be mindful of this Council <br />discussion, and that the Council, as well as other government bodies would support <br />a larger program if they can justify it. <br /> <br />I <br /> <br />Mayor Anderson suggested that the committee go ahead with its budget, and if they <br />wish, bring it back to the Council for ffiossible revision or expansion. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item If of the Committee report. Proposed 1990 General Plan - Councilwoman Beal was concerned about pqssible differences <br />in population figures used for preparation of the General Plan and those used by <br />Eugene Water and Electric Board in their power need estimates. She felt it was <br />extremely important to be sure those in use for the General Plan were correct. <br /> <br />. <br /> <br />i <br />I. <br />i <br /> <br />Mayor Anderson said that there would be many public hearings before this plan was adopted, <br />and ample opportunity for changes. <br /> <br />City Manager said the Planning Commission is in the process of developing a schedule <br />for a series of meetings on this'plan. Councilman Gribskov agreed that the plan <br />will come under very careful scrutiny and changes will be made. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item 19 of the Committee report. <br /> <br />I <br />I <br />I, <br />II <br />II <br />I <br />II' <br />I <br />1 <br />t <br />\! <br />,I <br />" <br />" <br /> <br />Mrs. Hayward seconded by Mrs. Beal moved to amend the motion to direct the City Manager to seek <br />out projected population figures from appropriate agencies to resolve the discrepancy between those <br />quoted in the 1990 General Plan, and those quoted by EWEB to arrive at future power needs. Motion <br />carried. <br /> <br />The City Manager said he knew Central Lane Planning Council had reviewed their population projections <br />a number of times, and he felt sure he could find the basis for EWEB projections. <br /> <br />I <br /> <br />h. ..Electrical Code Committee - Councilman Teague reported that the committee appointed <br />by the Council to investigate changes in the Electrical Code has had a meeting with <br />various interested people, but haven't finished their work.
