<br />City Manager suggested that perhpas the best solution-would be to allow a sight obscuring fence
<br />inside the trees, at least until the trees provide a solid screen. Councilwoman Hayward was
<br />concerned that if the trees are not growing now, they would receive no care at all if they were
<br />outside the fence.

<br />Mall Arts Commission - The City Manager said the Mayor had appointed a committee to review and
<br />encourage art work in the downtown mall, and read names of those appointed to the Mall Arts

<br />Present: Mayor Anderson; Councilmen Teague, Hayward, Beal, Mohr and Williams; City manager

<br />Items from Mayor and Council
<br />A. Electrical Code Committee -
<br />will be requesting a public
<br />
<br />Mr. Teague reported that the Electrical Code Committee
<br />hearing on the proposed code in the near future.
<br />
<br />City Manager said a public hearing had been proposed for the meeting of May 25. He
<br />has discussed this with members of the committee and the electrical industry, and
<br />it was felt this matter could bette~ be heard at a special Monday night meeting.
<br />He suggested June 1, 1970, and that at the same time, amendments to the electrical
<br />code could be heard. /

<br />Mr. McDonald moved seconded by Dr. Purdy to amend Item la to have a special Council
<br />meeting on June 1 to hear the electrical code committee report and study possible
<br />amendments to the electrical code. Motion carried.
<br />
<br />B. Police Practices - Mr. Mohr requested a report on a complaint he received regarding
<br />Police and Administrative practices.
<br />
<br />C. Lane County Council on Alcoholism - Councilman Mohr reported that Lane County
<br />Council on Alcoholism has prepared a model program and budget for establishment
<br />of a detoxification center, and will have it before the next budget committee
<br />meeting.

<br />Mr. McDonald moved seconded by Dr. Purdy to receive and file items lA and IB of the committee
<br />report. Motion carried.

<br />D. 13th Avenue Closure - Mr. Gene Oliver, University of Oregon student, reported that
<br />the barricades had been removed from 13th Avenue, and explained student reasons for
<br />erecting them. He -felt there was a lack of communication between students and city
<br />government, and that the process of government should be speeded up.
<br />

<br />Mr. Spence Alpert requested permanent closure of 13th, and suggested ways to accomplish
<br />this.
<br />
<br />Mr. Bolen said he was a pepresentative of President Clark, and that President Clark
<br />would like 13th Avenue closed. He requested in the name of the students, that the
<br />hearing be moved from May 11 to May 4, in view of tense feelings on both sides.
<br />
<br />Mr. John Assmus Eead a statement prepared by students prior to erection of the
<br />barricade, and said they felt the street should be closed by the city, not by
<br />the simdents.
<br />
<br />Mr. Bob Winger, president of the Student Senate, said he had worked four years for
<br />closure of 13th, and requested speedy Council action to accomplish the closure.
<br />
<br />Mr. Thomas Hedgpeth, 939 Jefferson, objected to the illegal closure of 13th, and
<br />felt that, as a taxpayer, he had the right to continue to use this street.

<br />Mr. Ron Eachus said he spoke for a group of students who erected the barricade! He
<br />explained their reasons for putting it up, and said they had been trying to get
<br />13th closed for a long time. He requested that the hearing be moved to May 4.
