Eugene, Oregon <br /> October 12, 1970 <br /> Regular meeting of the Common Council of the city of Eugene, Oregon was called to order by His <br /> Honor Mayor Lester E. Anderson at 7;30 p.m. on October 12, 1970 i~_the Council Chamber, with the <br /> following councilmen present: McDonald, Teague, Purdy, Bear, Gribsk.0v, _Mohr, Williams. Mrs. <br /> : Hayward was absent. <br /> Minutes of the meeting held September 28, 1970 as mailed to Council members were approved. <br /> Mayor Anderson extended a welcome to South Eugene High School classes who were in attendance <br /> in the audience. <br /> COMMITTEE REPORTS <br />e Meeting held September 30, 1970: <br /> Present: Mayor Anderson; Councilmen Purdy, Hayward, Beal, Gribskov, Mohr and Williams; <br /> City Manager and staff; and others. <br /> 1. Items from Mayor and Councilmen <br /> A. Bicycle Riding Lanes in the City - Mrs. Hayward said she had attended the bicycle <br />I races held by the Parks Department, and in discussion with spectators and participants ~- <br /> had felt a need for better and more convenient facilities for bicycle riders. <br /> She suggested consideration could be given to curb cuts in sidewalks, removal of <br /> parking on one side of certain streets, or reservation of certain streets for <br /> bicycle traffic. <br /> Mrs. Hayward moved seconded by Mrs. Beal that the staff examine and make rec- <br /> ommendations for means to increased use and convenience for non-motorized <br /> bicycles in the city, and come back with a plan for such provision. <br /> The City Manager said he had no knowledge of what had been done to provide <br /> for bicycle riders in other cities, and suggested that the staff return to <br /> the Council with an outline of a plan. <br /> Vote taken on motion as stated. Motion carried. <br /> ; Mr. McDonald moved seconded by Mr. Teague to approve Item IA of the Committee Report. <br /> City Manager said he had received a great deal of encouragement from a number of people in the <br /> community - both the very young and the very old - to proceed with this study as rapidly as <br /> possible. He asked that consideration be given to traffic hazards by those riding, and asked <br /> that they obey existing ordinances. <br />I Mayor Anderson suggested that traffic regulations be consolidated from the ordinances and written <br /> in language easily understood by laymen. <br /> Mr. George DeAngeloantonio, a University of Oregon student, said he had contacted the City Manager <br /> regarding the great need for bicycle routes. He said there are 33,000 bicycles in Eugene, and he <br /> felt these should be accommodated. <br /> Vote taken on motion as stated. Motion carried. <br />e B. Rental Property, Raising of Standards - Mayor Anderson said he had become increas- <br /> ingly concerned about the low standard of rental property in particular areas <br /> of the City. He realized that some of these units provided housing for those <br /> with exceedingly low incomes, but he felt a study should be done and some <br /> provision made for inspection. <br /> Mrs. Hayward moved seconded by Mr. Williams that the Council request the Joint <br /> Housing Committee to examine possible standards and submit a recommendation. <br /> Councilman Williams, member of the Joint Housing Committee, said he had been <br /> concerned with this problem, and it had been discussed at great length by the <br /> Committee, but they had not made any recommendations. It had been recognized <br /> that an increase in standards would undoubtedly be accompanied by an increase <br /> in costs, which would work a hardship on students and other low income persons. <br />I Mayor Anderson said he knew the Committee's concern, but felt the Council should:- <br /> direct the Committee to make such a study. <br /> Dr. Purdy suggested that all property be included. Mayor Anderson said the <br /> Housing Committee had been working over this for a long time, but that inclusion <br /> of all property was largely a legislative problem. The Joint Housing Committee <br /> was working on such proposed legislation. <br /> Councilwoman Ha~ard felt some effort should be made to control rents in apart~ <br />e ments.
