Anderson at 7:30 p.m. on October 26, 1970 in the Council Chamber with the <br /> following Councilmen present: Messrs. McDonald and Teague; Mrs. Hayward and Mrs. Beal; Messrs. <br /> Gribskov, Mohr and Williams. Dr. Purdy was absent at the beginning of the meeting. <br /> Mayor Anderson recognized and welcomed a class from Roosevelt Junior High attending the Council <br /> meeting. <br /> International Cooperation Committee - Mr. Kim Kimmerling, chairman of the International Cooperation <br /> Committee, commented on the week-long observance of the United Nations Anniversary, and told of the <br /> interesting programs which had been available to the public in the city during a three-day UN <br /> Festival. <br /> Mayor Anderson presented Mr. Kimmerling with a distinguished service certificate from the UN in recog-: e <br /> nrtion of his work in making the UN Anniversary a success. <br /> Minutes of themeeting held October 12, 1970, as mailed to Council members, were approved. <br /> 1. PUBLIC HEARINGS <br /> A. Disorderly Conduct Ordinance - Copies -of the proposed disorderly conduct ordinance were I <br /> previously distributed to Councilmen. It has been carefully reviewed, and the staff <br /> recommends adoption. <br /> Councilman Williams questioned sections six and seven regarding a lawful order by police to <br /> disperse. Assistant City Attorney Allen explained that there are only certain occasions <br /> where an order to disper.se may be considered lawful. The circumstances of the gathering <br /> govern this. <br /> Councilman Mohr felt the question of whether or not the activity was protected would not <br /> arise until after the building was cleared. The burden was not on the police officer. <br /> Mr. Allen explained that if what the people are doing is lawful, the order would then be <br /> unlawful. <br /> Mr. Mohr was concerned that the order to disperse might be misunderst0od, or perhaps not <br /> even heard by some of the persons, and that some provision should be made to make the <br /> notice clearly understood. <br /> Council action taken on C.B. '9279 ,:Relating to disorderly conduct and obscenity and profanity <br /> and establishing penalties for violation (Ordinance No. 16084 ) may be read on page <br /> 16 of these minutes. <br /> - <br /> Dr. Purdy entered the meeting. <br /> B.
