" <br /> Irvin Borthick for Bethel Christian Church, we~e read. <br /> Councilman Teague said he was well acquainted with Mrs. Lindberg, and felt there should <br /> be some relief for the elderly on fixed incomes. <br /> City Manager agreed any kind of assessment was a hardship on. people with low incomes, that <br /> under the Bancroft procedure they. can apply for a time payment ,. but over a period of tim~, <br /> interest is accumulated.
