<br /> " Mr. Everett McVicker, Lane Humane Society, said complaints regarding care of animals at the

<br /> I zoo had been investigated by the Humane Society, and that they had found they were well
<br /> taken care of. However, the care and maintenance of the zoo had become an increasing problem.
<br /> The problem'now' was what to do with the animals.
<br /> Ci ty Manager said every proposal. and .suggestion would. be gi ven consideration by staff.

<br /> V. Assessment Ordinances
<br /> Letters of protest from Pierre Van Rysselberghe for Mrs. Bertha Lindberg, and from J. "
<br /> Irvin Borthick for Bethel Christian Church, we~e read.
<br /> Councilman Teague said he was well acquainted with Mrs. Lindberg, and felt there should
<br /> be some relief for the elderly on fixed incomes.
<br /> City Manager agreed any kind of assessment was a hardship on. people with low incomes, that
<br /> under the Bancroft procedure they. can apply for a time payment ,. but over a period of tim~,
<br /> interest is accumulated. Any proposed relief would require a change'in State laws regard-
<br /> ing assessment ptocedures:
<br /> I Mrs. Niven said the Joint Housing Committee, at Council direction, had studied this I:
<br /> problem, but no satisfactory solution has been found as yet.
<br /> Mayor Anderson said this applied not only to assessments, but to the whole tax picture,
<br /> and that the citizens of the community were concerned.
