After.further study, it will be presented to the Council.' <br /> <br />file <br /> <br />I <br /> <br />C. Regulation of Visual NU$sances - The staff, at Council direction, has made inquiry <br />2/10/71 whether other communities have found an effective way to require maintenance of <br />private yards and property. A report has been distributed to the Council indicating <br />that two cities have such ordinances. Staff would like direction whether the <br />Council wishes further study of costs, enforcement and other considerations. <br /> <br />Mr. Williams moved seconded by Mr. Gribskov to insruct the staff to continue working <br />on this ordinance. <br /> <br />Mr. Williams felt the ability of a property owner to maintain or fail to maintain <br />his property, was an area of major concern to cities, and any step which could be <br />taken in this general area should be supported. <br /> <br />In answer to Councilman Hershner, the City Attorney said there has been a problem of <br />enforcement in the City with regard to iand use, and violatIons of ' specific codes of <br />the cities. It will probably be necessary to prosecute violations in civil courts. <br /> <br />Vote taken on motion. 'Motion carried. <br /> <br />Approve <br /> <br />D. Application for Flood Insurance - Mayor Anderson received a letter from Congressman <br />2/10/71 Dellenback indicating availability of flood insurance for citizens if the City secured <br />approval of an application. The ci ty of Springfield and unincorporated areas of <br />Jackson, Josephine and Lane Counties are presently covered under this program. If <br />the Council wishes to pursue this mateer, more information should be secured. <br /> <br />I <br /> <br />Mrs. Beal moved seconded by Mr. Gribskov to direct the staff to proceed with a <br />study of procuxement of flood insurance. Motion carried. <br /> <br />approve <br /> <br />E. <br /> <br />Calling public hearing March 8 for abatement of properties located at 2246 Wisconsin <br />and 2054 Minnesota (Neighborhood Development Area)- These are substandard, dangerous <br />buildings located in the State Streets Redevelopment area. Motion carried. approve <br /> <br />F. Granting extension of permi t for night watchman at 1165 Ocean Street - A permi twas <br />2/10/71 issued for use of a mobile home for night watchman at 1165 Ocean Street. Under <br />terms of the present ordinance, a permit may be granted to locate a mobile <br />home on a single lot in an industrial zone for use of a night watchman. <br /> <br />Mr. Gribskov moved seconded by Mrs. Campbell to grant extension of the permi t, as <br />outlined above. Motion carried. approve <br /> <br />G. Approving initiation of alley paving - Located between 10th and 11th from Lawrence <br />2/10/71 to Washington. A petition has been received signed by the Salvation Army, owner of <br />50% of the property abutting this alley. OWners on the other side are the <br />Church of Christ, Ramsey Whelen and Bernard Strassmier. Staff recommends the project <br />be initiated and a public hearing called. <br /> <br />I <br /> <br />Mr. Gribskov moved seconded by Mr. Hershner to initiate alley paving between 10th <br />and 11th from La~rence to .Washington. <br /> <br />Manager pointed out that the" City may find it necessary to replace sewers, which <br />will be city cost. <br /> <br />Vote taken on motion.
