Ray Barnes gave a description of the proposed project and the reasons for Planning <br />Commission action. He outlined past history of the site, and reasons why it should be considered <br />unique. He felt the request would allow the best use of the property. <br /> <br />Clifford Lansdowne, 1410 Flintridge~ said residents of the area would be opposed to a high <br />density development because streets are already overburdened, and there could not be enough <br />exits. <br /> <br />Robert Knowles, 2311 Tabor, did not feel this zoning would benefit the neighborhood or be <br />compatible with the surrounding. <br /> <br />Councilman Mohr arrived at the meeting. <br /> <br />Ralph Cook, 1402 Inglewood, indicated that the traffic influence was of prime concern to <br />residents cr the area. Planning Commission Recommendations of April 19, 1971 (Discussed at committee meeting <br />of May 5, 1971) <br />The Planning Commission recommended to the City Council that the power confer~ed <br />by enabling legislation in the 1969 Legislature, which provides that all governmental <br />agencies except federal are subject to local zoning and building code regulations, <br />be accepted. <br /> <br />This recommendation was based on an opinion from the Attorney's office <br />Planning Commission should take some action to acquire this authority. <br />Attorney will have a report for Council at the regular meeting. <br /> <br />that the <br />City <br /> <br />Mr. Williams moved seconded by Mr. Gribskov that this item be held over to the next <br />regular Council meeting. Use of Public Land Zone - Amend Article 2, Section 2.08, Applicability to <br />Public Land, to. add the following: <br />"Land which has had only a PL Public Land Zoning designation must be <br />considered by the Planning Commission, and an appropriate zoning classification <br />applied to it, before any such land may be put to any new use, other than the <br />regular operation of the public agency that owns it." <br /> <br />This amendment will give an opportunity for Planning Commission review of <br />change of use for land, even though it remains in public ownership. <br /> <br />COUNCIL BILL NO. 9410 - Amend zoning ordinance No. 15158, Article 2 Section 2.08 Public Land <br />to add interim ruling, was submitted, and no councilman present requesting that it be read in <br />full~ was read the first time by council bill number only. <br /> <br />Mr. Williams moved seconded by Mr. Mohr that the bill be read the second time by council bill number <br />only, and that enactment be considered at this time. PUD Approval Terminations - Article 28~ Section 28.04, Final Approval, add the <br />following: <br />Pre-preliminary and preliminary approval of all Planned Unit Developments shall <br />terminate within 18 months after the effective date of preliminary approval by <br />the Planning Commission or City ~uncil. The Commission shall have the option to <br />extend the preliminary approval for a one-year period, upon application by the <br />owners or agents of the project, if said application or extension is made prior <br />to the time of the expiration period. <br /> <br />The amendment will provide for a cut-off time for PUD beyond which the <br />applicant will be required to reapply.
