<br /> I Terry Hammons, ACLU representative, was confused as to the purpose of the hearing, il
<br /> j and was told that an ordinance' will be adopted which would permit the Council to adopt :,

<br /> would call for a warning, and if the rules and regulations continued to be violated, I,

<br /> I to clarify that permits would not be required for pedestrians wanting to go in the mall I
