Anderson at ,7:30 p.m. on June 28, 1971 in the Council Chamber with the follow- <br /> ing councilmen present: Messrs. Teague, Mohr and McDonald; Mrs. Beal; Messrs. Gribskov, Williams <br /> and Hershner. Mrs. Campbell was absent. <br /> Mayor Anderson announced for the benefit of those who may have been misinformed, that the hearing <br /> on the appeal concerning Ogle properties had been scheduled for ~uly 12, 1971. <br /> Oity Manager announced that an appropriation of 2.177 million dollars had been approved by the House <br /> of Representatives to provide for the site acquisition and design for a federal office building in <br /> Eugene. It is not clear whether or not it has passed the Senate. <br /> 1. PUBLIC HEARINGS e <br /> A. Appeal from Zoning Board Decision -4.oning_1?6ard of Appeals denied Delbert H. Mitchell <br /> request for exceeding density limits at 721 West 5th. Council viewed the property on <br /> tour. <br /> ,i <br /> (From Committee minutes of June 23, 1971) Mrs. Beal questioned the Building Superintendent <br /> about accessory buildings now on the property and whether removal would affect the density I <br /> of the si te. He will report at the public hearing June 28. <br /> -- <br /> Wfie City Council looked at what they understood was the property in question on tour, but <br /> found they had gone to the wrong address. There had been some concern that the description <br /> did not match. City Manager suggested if the Council wanted to view the correct property, <br /> I the matter could be delayed. <br /> City Manager read the appeal from Mr. Delbert Mitchell requesting that he be allowed to <br /> add a fifth apartment in the basement of an existing 4-unit building. He proposed removal <br /> of an existing two-car carport to create additional parking spaces with a turnaround. He <br /> I, based his appeal on grounds that enhancing the beauty of the property, doubling the number <br /> of off-street parking spaces and adding the turnaround would more than offset the disad- <br /> " vantages of the variance requested. <br /> :' <br /> The Council has received copies of Zoning Bqard of Appeal minutes. <br /> Mrs. Beal said that, in view of the fact the Council had looked at the wrong property, she <br /> felt the matter should be tabled until they had an opportunity to view the property in <br /> question. <br /> Mr. Teague moved seconded by Mr. Mohr to table the request. Appeal from Planning Commission Conditional Use (From Committee minutes of June 23, 1971) <br /> l <br /> Application for extension of Child Care Center to 1553 Moss Street was approved by the I <br /> , Planning Commission~and has been appealed to the Council. A hearing has been set for <br /> June 28, 1971 and a written report will be submitted to the Council prior to the hearing <br /> reviewing the history of this issue. <br /> City Manager read a letter from Mr. and Mrs~, W. H. Ruppel protesting the expansion of the <br /> day care center, claiming it would endari:g~r~"Mr~=, Ruppel's health and create an unsatisfactory <br /> condition for tenants of their house. <br /> i: The Manager said the Ruppel's had appeared at the Planning Commission meeting and had e <br /> , <br /> , ~ seemed to be concerned with a physical barricade between the proposed expansion and their <br /> home, and had indicated that a six foot fence, in addition to a hedge already located on <br /> the property line, would provide sufficient protection. The condition of Mr. Ruppel's <br /> health had not been mentioned at that meeting. <br /> There was no one present to speak for or against this matter. <br /> ,i <br /> " <br /> , There was discussion about the present operation, hours of operation and where the children <br /> , <br /> Ii would play. Mrs. Be~l suggested the Council table this matter to obtain further information <br /> from the Childe Care Center about hours of operation, intent for use of the new building, <br /> and whether children would play in the yard of the new building. <br /> Mr. Williams asked why the permit was for thirty people when the report indicated <br /> it would not be used for more than 15 or 16 at one time. <br /> I" <br /> Mr. Teague said he would be interested to know why Mr. Ruppel did not oppose this request <br /> I: on health reasons before the Planning Commiss'ion. <br /> "", <br /> Mr. Teague moved seconded by Mr. Mohr to hold this item over for further information. <br /> Motion carried. <br /> " . <br /> I, C.
