Anderson at 7:30 p.m. on December 13, 1971 in the Council Chamber, with the <br /> I, <br /> " following Councilmen present: Messrs. Teague and Mohr; Mrs. Beal; Messrs. Committee on Aging - Mayor Anderson announced appointment of Donald Husband and Robert <br /> Elder to the Committee on Aging for an indeterminate term. <br /> B. Charitable Solicitations Committee - Marie Randall, reappointed to a term ending December <br /> 1, 1975. <br /> Mr. Teague moved seconded by Mr. Mohr that the appointment of Mrs. Randall to the Charitable e <br /> Solicitations Committee be confirmed. Motion carried. <br /> II. PUBLIC HEARING, BID <br /> The hearing on a bid for storm sewer in the area of Marlow Lane was held over to this meeting to <br /> allow a poll to be taken of property owners to determine whether they wished to proceed, since <br /> " the bids were much higher than estimated. <br /> II I <br /> I' <br /> I: Ci ty Manager read a memorandum from the Director of Public Works which stated that the results <br /> I' of the poll were 18.2% yes, 72.8% no and 9% no response. <br /> " <br /> I <br /> ,I for 'fencing the ditch. <br /> II City Council had requested staff to prepare estimates Staff recommended <br /> I: <br /> " that City Council not get involved in fencing open ditches without further study. Regarding the <br /> i' <br /> I ~ bid, staff recommended that it be rejected, and if property owners wish, attempt a rebid in <br /> I: the spring to determine if lower prices can be obtained. <br /> I' <br /> !: Mohr to accept recommendation of staff to reject the bid, <br /> I Mr. Teague moved seconded by Mr. <br /> ii and open the project for rebidding in the spring. ASSESSMENT ORDINANCES <br /> :i The following council bills were submitted and read in full the first time on November 11, 1971 <br /> and held over to this meeting to allow proper notice of assessment to be given owners of <br /> affected property, and are brought back for consideration with no protests on file. <br /> COUNCIL BILL NO. 9535 - Levying assessments for paving 10th Avenue from Garfield Street <br /> to west 600' and widening Garfield Street from 10th Avenue to 11th Avenue was submitted and <br /> read in full the first time on November 11, 1971 and held over to this meeting to allow proper <br /> notice of assessment to be given owners of affected property, and is brought back for con- <br /> sideration with no propests on fi~e. <br /> Mr. Teague moved seconded by Mr. Mohr that the bill be read the second time by council bill <br /> number only, and that enactment be considered at this time. Motion carried unanimously I <br /> . <br /> Mr. Teague moved seconded by Mr. Mohr that the bill be approved and given final passage. Rollcall <br /> vote. All councilmen present voting aye, the bill was declared passed and n~mbered 16337. <br /> COUNCIL BILL NO. 9536 - Levying assessments for paving alley between Hayes Street and <br /> Garfield Street from 11th Avenue to 12th Avenue and between 11th Avenue and 12th Avenue from <br /> Garfield Street to east was submitted and read in full the first time on November 11, 1971 and <br /> held over to this meeting to allow proper notice of assessment to be given owners of affected e <br /> property, and is brought back for consideration with no protests on file. <br /> Mr. Teague moved seconded by Mr. Mohr that the bill be read the second tim eby council bill numben <br /> i, only, with unanimous consent of the council, and that enactment be considered at this time. All councilmen present voting aye, the bill was declared passed and numbered 16338. <br /> COUNCIL BILL NO. 9537 - Levying assessments for paving, sanitary sewer and storm sewer <br /> within Saratoga Park Subdivision and sanitary sewer within 160' of Saratoga Park Subdivision <br /> was submitted the first time and read in full on November 11, 1971 and held over to this meeting <br /> to allow proper notice of assessment to be given owners of affected property, and is brought <br /> baCk for consideration with no protests on file. <br /> Mr. Teague moved seconded by Mr. Mohr that the bill be read the second time by council bill number <br /> only and that enactment be considered at this time. Motion carried unanimously I <br /> Mr. Teague moved seconded by Mr. Mohr that the bill be approved and given final passage. Rollcall <br /> vote.
