Mr. McDonald <br />said he would not be in favor of changing the formula but would be in favor of making an ex- <br />ception of the Christian Church assessment. Manager said it is hoped the Church assessment <br />of some $6,000.00 could be collected over a period of 20 years~ non-collection would not <br />hamper the Church's operation or its existing programs, and the City would work with the Chunch <br />to relieve the burden if something can be done within the City's legal authority. It is not <br />the Cfty's intent to take title to downtown properties through the district. <br /> <br />Mayor Anderson recalled the defeat at previous elections of efforts to finance parking over <br />the entire City, and said he did not feel the issue wou.ld be any more successful at this <br />time~ especially with other commercial areas being dev~ioped. Manager said other methods <br />are being investigated to help not only with the parking structure but with the overall <br />central business district program through a committee 'of downtown merchants and the City. <br />Some presentation is expected within the next few weeks. Vacating easements Lots 13 and 18~ Pine Ridge Estates north of Malabo Drive <br />Dills - (See C.B.9596 page '50 ) <br /> <br />e <br /> <br />Constitutional Amendment~ Highway Funds for Public ~ransportation <br />Margaret patoine, People for Public Transportation, distributed copies of a proposed <br />constitutional amendment which would change restrictions on the vehicle tax revenue$, <br />and asked the Counci l' s endorsement. Vehi:a:le tax revenues now can only be used for <br />public highways, roads, streets, parks, and recreational, scenic and historical places. <br />The proposed amendment would include public transportatdJon systems and facili ties. <br /> <br />Mr. Mohr suggested Council members have copies of the Oregon municipal policy on dedi- <br />cated highway funds before making a decision. Mrs. Patoine commented on the number <br />of organizations which have endorsed the proposal and said it would provide a balanced <br />transportation system. It would not short funds for highways, the State would con <br />tinue to get them as needed. <br /> <br />I <br /> <br />Mr. Teague asked if the staff has reviewed the proposal. Manager said they have no <br />knowledge of the proposal.
