<br />Regular meeting of the Common Council of the city of Eugene, Oregon was, called to order by His
<br />Honor Mayor Lester E. Anderson at 7:30 p.m. on May 8, 1972 in the Council Chamber with the .
<br />following councilmen present: Mr. Mohr, Mrs. Beal, Messrs. Teague, McDonald, Williams, Hershner,
<br />Mrs. Campbell, and Mr. Bradshaw.

<br />I - International Co-operation Awards
<br />Mayor Anderson commented on efforts of members of the International Co-operation Committee
<br />in achieving contact with those from other countries in trying to reach the goal of world
<br />peace. He recognized the efforts of those who are fostering good international relations
<br />and welcoming people from other countries into this community. He presented awards to
<br />foreign students at the University of Oregon chosen for r~cognition this year:

<br />II - ITEMS CONSIDERED WITH ONE MOTION
<br />Items previously discussed at committee meetings April 26, 1972 (Present: Mayor Anderson;
<br />Councilmen Mohr, Beal, Williams, Hershner, Campbell, and Bradshaw) and May 3, 1972 (Present:
<br />Mayor Anderson; Councilmen Mohr, Beal, Teague,' Williams, Hersher, Campbell, and Bradshaw).

<br />A. Proposed Auditorium/Convention Center - Don Derickson, vice president of the Associa-
<br />tion, said a plan for an auditorium/convention center had been decided upon which
<br />would fall within the guidelines given by the Council. The Association recommended
<br />approval of "Plan A" and submission of a bond issue not to exceed $5.5 million to
<br />the voters at the November 19'12 general election.

<br />John Amundson, architect, distributed copies of a written summary of the proposed
<br />plan to Council members and displayed contents of the c~nter with a graphic map.
<br />The plan calls for acquisition of Eugene Renewal Agency property between 6th and
<br />7th, Olive and Oak, at an estimated cost of $585,000. The first phase of the
<br />project, which will utilize the block west of Willamette and retain the block east
<br />of Willamette for parking to accommodate about 346 cars, envisions three levels
<br />composed of Auditorium-concert hall, arena hall, meeting rooms, dressing rooms,
<br />rehearsal hall, gallery, theatre restaurant. It encompasses 148,000 square feet
<br />on the various levels at a to~ cost of $8,354,000. An overpass could be con-
<br />structed spanning Wi11amette street at some future time offering the possibility
<br />of developing the block east of Willamette with one- or two-level parking structure
<br />with a convention pavilion.

<br />Jack Jarvis, economic feasibility consultant, said of the four plans reviewed the
<br />one presented was felt to be the best from financial viewpoint and use, including
<br />employment generation. He said the center is expected to produce $47,000 annually
<br />during the first six years and to generate 180 to 190 new jobs Mich would not be
<br />generated through normal growth or duplicated through other types of activities.

<br />Ed Ragozzino said the plan as presented meets the approval of the Auditorium
<br />Association. It provides for parking which, on. a 4 to 1 ratio, would provide space
<br />for about 1360 people almost on the site. It retains the quality of a commUnity
<br />oriented center, provides for possible future expansion, ~d defines a realistic
<br />funding plan - bond issue, Renewal Agency funds, Economic Development funds, and
<br />private fund drive. Mr. Ragozzino said the Association and architects are ready
<br />to go ahead within the budget contemplated upon the Council's approval of the
<br />first phase. He said the Association has funds available to proceed with more
<br />complete design and whatever is necessary to bring it to the public information
<br />stage.

<br />Mrs. Campbell questioned the figure for acquisition of the site, saying she
<br />thought originally it would be about $1 million. Mr. Amundson replied that the
<br />most recent estimate is the $585,000 figure.

<br />Mrs. Beal asked if the jobs expected to be generated are in operation of the
<br />facility, and whether rent-free rooms are contemplated for general community
<br />Mr. Jarvis replied that there would be about 20 jobs directly connected with
<br />
<br />use.
