<br />In response to Mrs. Campbell, the' Parks Director said efforts of this group could
<br />at least start a program of making the Butte more attracti ve, but that e~en wi th
<br />budgeted funds it would be far down on the priority list. He said quite a bit
<br />can be "done without 'major investment, and that development of some long-range plan
<br />would appear to be desirable.
<br />
<br />Mayor Anderson asked if there is some degree, of permanence to the citizens group
<br />in the event anything is authorized. Mr. Hedden said there are ten to twelve active
<br />members in the group, and it is fel t a iarger number is available to make up' an
<br />active work force, but that nothing in that respect can 'be' guaranteed: Mr., Anderson
<br />suggested formal organization of the group as a non-profit corporation to' ensure
<br />acceptance of responsibility for the continuation of any long-range program.

<br />Mrs. Beal moved seconded by Mrs. Campbell to request the 'Parks Department to work
<br />with the, Environmental Projects group, including other people with other skills,
<br />to make reasonable attempts in formulating a long-range plan for beautification
<br />of Skinner's Butte, making full use of co1unteer help for any immediate pl~.

<br />C. Appointmen't, Sign Code Board of Appeals - Mayor Anderson announced f'lppointment,
<br />of Mrs. Robert Glass, 2186 University Street, to the Sign Code Board of Appeals
<br />for the three-year term ending January 1., 1975.

<br />D. Leave of Absence, Williams - Councilman Williams asked ror permission to be
<br />absent from, Council meetings on May 22 and June 12, 1972.

<br />E. Report'-'Neighborhood Quality pz,-oject, Mayor's Social-'Goa1s'Co'mmittee - Copies of
<br />the report, prepared by a subcomndttee of the Mayor's Social 'Goals Committee, were
<br />previously distributed to Council members. Mrs. Nancy Hayward, former Council-
<br />woman and chairman of the Goals Comndttee, outlined procedure for establishing
<br />goals of'the committee whereby four subcommittees (task fo'r'ces) were' created to
<br />study the community and make recommendations with regard to particular areas of
<br />concern. One of these subcommi ttees, under the chairmanship of Neil Murray,- con-
<br />cerned with the right of citizens to equal treatment prepared the proposal for a
<br />neighborhoo~ q~?lity project.

<br />Mr. Murray said the area selected for the projec,t, is bounded by 7th and 13th, Charrwers
<br />and Lincoln. It was ,chosen because of ,the ,high density of older 'citizens,' 1.ow-i'ncome
<br />housing, alul reJ(l1;a1?:", anq. high incidence of delinquency. He, said advantage~ of the
<br />neighborhood are its proximity to the commercial area, diversity, of popu1ati~n (old-
<br />young; rich-poor), represent'ati ve mixture of types ot housing, qua1i.ty 'of the neigh-
<br />borhood in comparison to tract housing. Disadvantages are the constant threat of
<br />commercialization because of C-2 zoning and resulting speculative buying of prop-
<br />erties zoned C-2 but still used for residential purposes; underdeveloped recreptional
<br />facilities; number of traffic arterials rqnning through' the area; projected heavy
<br />trc;tffic which will result in noise and air pollution and mak~ it more. difficult for
<br />residents to walk tp,the commercial area.

<br />Mr. Murray said the ne~ghborhood is at the point ,now' of~deterioration~ not,deliperate-
<br />ly, btit' because of lack of co-ordination and planning., He said there is very, little"
<br />neighborhood involvement. The subcommittee proposal, he said, gives the Council
<br />the opportunity to reverse the trend toward deterioration by preserving housing
<br />within walking distance of the downtown area. He asked the Council to direct the
<br />Planning staff to make a feasibility study in co-operation with the subcommittee
<br />and set a dea1ine when that study is to be brought back to the Cou~ci1 with a de-
<br />tailed plan.

<br />In response to Councilman Mohr, Mr. Murray said there is no formally organized group
<br />working within the neighborhood but the, subcommittee has been in contact with
<br />several people there who are interested in the ideas outlined in the program, and
<br />Mr. Murray feels a group can easi1 y be organi zed. '

<br />Manager said the only question raised by staff is one of priorities, staff time,
<br />costs, etc. In the neighborhood analysis process used in qualifying for various
<br />HUD funded programs to determine which neighborhoods need first attention, the
<br />area immediately north of the one selected by the subcommittee was found to be
<br />first (area starting with 6th to the River between Lincoln and Blair). Discussion
<br />has been held with Eugene Renewal Agency with regard to desirability of filing an
<br />application for p1arlning funds to determine kinds of things that neighborhood will
<br />need to preserve it. He suggested adding this area to that proposed by the Goals
<br />Committee 'and asked authority to work with'them as well as a group from the area to
<br />the north to determine the kind of staff time and money needed with the idea that
<br />
<br />Federal planning funds may be available.
