She expr~ssed <br />conc~rn .withregard to its effect ,on the mass transit system. <br />, , 'I . _ ~,' . , <br /> <br />Mayor And~rson explained that this ordinance is e~abling legislation only, setting <br />boundaries for.the distr~ct,and that any suggestions with regard to operation of the <br />district and its effect. will besubmit~ed when implementation of its operation is <br />discussed. ~e said th~ Council.has the obligation~ in light of the importance of <br />the downtown parking situation, to enable formation of the district during the next <br />year. Alf3.o ,that it could ,not. be ,argued as "setting precedent'" since there are many <br />instances hepe and in other ,cities where suc~ districts have been created. <br /> <br />. <br /> <br />Councilman Mohr commented on t.heCoUIlcil' 9 act ton to delay creatism ()f the board <br />when establishment of both were proposed becaus,e of questions raised with ,regard to <br />the district's effect on mass transit and other considerations. <br /> <br />Vote was taken_on the motion read the b~1.1 by cquncil ~il~ number ()nly the second time. Motion <br />carried unanimously, and the bill was read the second time by council bill number only. <br /> <br />Mr. Mohr moved, seconded ,by Mrs., Beal that the bill be approved and given final passage. Rollcall <br />vote.
