<br />08'.--.' <br />, ~. <br />- <br /> <br />McNutt Room <br />Eugene, Oregon <br />May 3, 1973 <br /> <br />Special meeting called for 7:30 p.m. convened by Council President Wickes Beal <br />in the absence of Mayor Lester E. Anderson at 10:20 p.m. after the Budget <br />Committee meeting in the McNutt Room of City Hall with the following other <br />councilmen present: Mr. Williams, Mr. Hershner, Mrs. Campbell, Mr. Keller, <br />Mr. Murray, and Mr. Wood. Councilman McDonald was absent. <br /> <br />-- <br /> <br />Mr. Murray moved seconded by Mr. Wood that the ballot,title regarding compensa- <br />tion for Council members be changed to give the voters the opportunity of <br />expressing their preference on the range of comperisatiDn to be paid Council <br />members and Mayor. Mr. Murray suggested the three choices be $50 to $100, <br />$101 to $150, 'and $151 to $200 for Council members , with the Mayor receiving <br />twice the compensation identified for the Council members. If the measure <br />should pass, it would then be a guide for the Budget Committee to consider <br />when establishing the Mayor's and Council members' co~pensation. Mr. Murray <br />indicated the Compensation Committee had done a reasonable job and submitted <br />a reasonable, proposal for the Budget Committee's consideration. It appeared <br />that the questions raised since the last meeting of the Committee related <br />to the amount of compensation rather than to the issue of whether the Council <br />should receive compensation. He felt the proposal resolved that conflict,by <br />separating the question of compensation from the amount of compensation. He <br />stressed that the choices given to the voter would be advisory and not part <br />of the Charter amendment. Councilman Keller felt the choices tended to <br />confuse the issue much as the issue of the site of the auditorium was going to <br />confuse them on the auditorium ballot measure. Councilwoman Campbell felt the <br />proposal was psychologically sound since it allows the voters to express <br />their preference regarding the amount of compensation. Councilman Murray <br />asked that the motion be given unanimous support. Councilman Williams <br />agreed with the motion and felt that the proposal was a very appropriate <br />approach to'the problem. Councilman Hershner did not agree with the <br />philosophy of Council members'receiving compensation. He did, however, <br />express his feeling that the matter sBould be placed on the ballot for voter <br />consideration. <br /> <br />Vote was taken on the motion as stated. Motion carried unanimously. <br /> <br />Council Bill No. 242 - Submitting to voters at May 24, 1973 election <br />a measure for voter preference on Council and Mayor compensation - Council <br />$50 - $100,$101 to $150, or $151 'to $200; Mayor twice that decided upon <br />for Council was submitted and read the first timerby council bill number <br />and title only, there being no councilman present requesting that it be read <br />in full. <br /> <br />~ Mr. Williams moved seconded by Mr. HershRer that the bill be read the <br />second time by council bill number only, with unanimous consent of the <br />Council and that enactment be eonsidered at this time. Motion carried <br />unanimously and the bill was read the second time by council bil,l number only. <br /> <br />Mr. Williams moved seconded by Mr. Hershner that the bill be approved and <br />given final passage. ,Rollcall vote. All couniilmen present voting aye, the <br />bill was declared passed and numbered 167n5. <br /> <br />,:" Resolution No. 2174 - Authorizing ballot measure at May 24, 1973 election <br />for voter preference on amount of compensatinn for Council - $50-$100; $101 to <br />$150; or $151 to $200; ,Mayor to be paid twice the amount decided upon for <br />Council members was submitted. <br /> <br />Mr. Williams moved seconded by Mr. Hershner to adopt the resolution. Rollcall <br />vote.
