08'.--.' , ~. - McNutt Room Eugene, Oregon May 3, 1973 Special meeting called for 7:30 p.m. convened by Council President Wickes Beal in the absence of Mayor Lester E. Anderson at 10:20 p.m. after the Budget Committee meeting in the McNutt Room of City Hall with the following other councilmen present: Mr. Williams, Mr. Hershner, Mrs. Campbell, Mr. Keller, Mr. Murray, and Mr. Wood. Councilman McDonald was absent. -- Mr. Murray moved seconded by Mr. Wood that the ballot,title regarding compensa- tion for Council members be changed to give the voters the opportunity of expressing their preference on the range of comperisatiDn to be paid Council members and Mayor. Mr. Murray suggested the three choices be $50 to $100, $101 to $150, 'and $151 to $200 for Council members , with the Mayor receiving twice the compensation identified for the Council members. If the measure should pass, it would then be a guide for the Budget Committee to consider when establishing the Mayor's and Council members' co~pensation. Mr. Murray indicated the Compensation Committee had done a reasonable job and submitted a reasonable, proposal for the Budget Committee's consideration. It appeared that the questions raised since the last meeting of the Committee related to the amount of compensation rather than to the issue of whether the Council should receive compensation. He felt the proposal resolved that conflict,by separating the question of compensation from the amount of compensation. He stressed that the choices given to the voter would be advisory and not part of the Charter amendment. Councilman Keller felt the choices tended to confuse the issue much as the issue of the site of the auditorium was going to confuse them on the auditorium ballot measure. Councilwoman Campbell felt the proposal was psychologically sound since it allows the voters to express their preference regarding the amount of compensation. Councilman Murray asked that the motion be given unanimous support. Councilman Williams agreed with the motion and felt that the proposal was a very appropriate approach to'the problem. Councilman Hershner did not agree with the philosophy of Council members'receiving compensation. He did, however, express his feeling that the matter sBould be placed on the ballot for voter consideration. Vote was taken on the motion as stated. Motion carried unanimously. Council Bill No. 242 - Submitting to voters at May 24, 1973 election a measure for voter preference on Council and Mayor compensation - Council $50 - $100,$101 to $150, or $151 'to $200; Mayor twice that decided upon for Council was submitted and read the first timerby council bill number and title only, there being no councilman present requesting that it be read in full. ~ Mr. Williams moved seconded by Mr. HershRer that the bill be read the second time by council bill number only, with unanimous consent of the Council and that enactment be eonsidered at this time. Motion carried unanimously and the bill was read the second time by council bil,l number only. Mr. Williams moved seconded by Mr. Hershner that the bill be approved and given final passage. ,Rollcall vote. All couniilmen present voting aye, the bill was declared passed and numbered 167n5. ,:" Resolution No. 2174 - Authorizing ballot measure at May 24, 1973 election for voter preference on amount of compensatinn for Council - $50-$100; $101 to $150; or $151 to $200; ,Mayor to be paid twice the amount decided upon for Council members was submitted. Mr. Williams moved seconded by Mr. Hershner to adopt the resolution. Rollcall vote. All councilmen present voting aye, motion carried unanimously. .'
