<br />Manager stated that, in the past, money has gone into the City General Fund which <br />now would be going to provide parking. It was his suggestion'that, if the Council <br />felt this shift of funds to be legitimate, there should be no problem with <br />submitting it to the voters and that a complete breakdown of calculations involved <br />will be forthcoming to the Council. <br /> <br />Councilwoman Beal felt it important to assess if the proposed program is a valid <br />one. Councilman Murray said that a strong city center is worthwhile, so it would <br />definitely be a vital program. He pointed out that, by promoting a central' <br />business district, traffic patterns are regularized, making mass transit easier. <br />Councilman Williams agreed, stating that, if the core area is not kept vital, <br />the possibility of developing mass transit corridors are very slim. The Council's <br />responsibility is simply to present the proposal to the people and let them decide. <br />Councilman Hershner agreed that voters should have the choice. Councilman Wood <br />concurred, adding that the community is ecology minded and that he has never seen <br />a beautiful parking meter. <br /> <br />Resolution 2188 - Authorization for placing on July 19, 1973, ballot <br />a measure for charter amendment re: Downtown Parking <br />District was submitted. <br /> <br />Mrs. Beal moved seconded by Mr. Williams to adopt the resolution.
