100% petition. Recommended, awardon low alternate bid price.
Public hearing was held with no testimony presented on each of the Items 1 through 11 above.
Councilwoman Campbell asked how paving width is determined. Public Works Director explained
that the width is determined at time of plat filing. Standard residential streets are
usually 36 feet; shorter streets are usually paved to 27-foot width. Streets in commercial
areas are paved 44 feet, with minor variation occurring when, laning, traffic yolumes, etc. ,
call for it. The right-of-way width platted also has a bearing on the, paving width.,
Mrs. Beal moved seconded by Mr. Williams to award contracts on each of the projects, I
Items 1 through 11 above, as recommended, Item 2 subject to subdivider's agreeing
to pay for that portion of pavement through the Bonneville'Power easement. Rollcall
vote. Motion carried, all councilmen present voting aye.
Recommended award to Wildish Construction Company on low alternate bid price for Proposal
No. 2 (44".foot paving), plus " their bid. on sanitary. and storm sewers. Public.Works Director
said technical hearings were., held in. the area, and poll taken of mmersof, property to be .'
assessed indicated majority of those responding favored center turn lane rather than on-
street parking. He added that staff and Bicycle Committee favor the 44-foot paving to allow
for either a four-foot bike lane between parked autos and travel lanes or center turn lane
rather than on-street parking. Sketches of alternate paving widths were shown and discussed.
Council consensus was that bike paths should be provided as recommended.
Public hearing was opened after review of bids on 44-foot paving.
