METROPOLITAN AREA GENERAL PLAN MID-PERIOD REVIEW <br /> <br />Planning Director Susan Brody said the purpose of the work session was to give <br />councilors an opportunity to review some controversial issues in the Mid- <br />Period Review of the Metro Plan. The council was scheduled to tentatively <br />take action on the changes recommended in the Mid-Period Review during its <br />regular noon session. The changes would be incorporated into an ordinance <br />which would be presented to the council later. If the tentative approval <br />indicates discrepancies with the approvals of the other elected bodies, the <br />MPC will be asked to review the issues. <br /> <br />Teresa Bishow of the Planning Department discussed some of the issues in the <br />background material sent to the council. <br /> <br />A. Metro Plan Text Amendments <br /> <br />Ms. Bishow discussed the procedure for identifying and protecting natural <br />resources presented in a new Policy #36 recommended by the staff for the <br />Environmental Resources Element of the Metro Plan. The suggested policy <br />responded to concerns expressed by the Department of Land Conservation and <br />Development (DLCD). <br /> <br />Answering questions from councilors, Ms. Brody said the policy includes <br />reasons for elongating the process if it is necessary. She said the policy <br />does not define what a "significant" natural resource is. <br /> <br />Ms. Wooten said the policy should indicate that jurisdictions should rely 011 <br />experts, such as those in the Oregon Department of Fish and Wildlife, to <br />assist in the determination of the significance of a natural resource. <br /> <br />Mr. Rutan said a reference to the DLCO definition of "significant" could be <br />inserted in the policy. <br /> <br />MINUTES--Eugene City Council Work Session <br /> <br />January 8, 1986 <br /> <br />Page 1 <br />
