<br />- <br /> <br />Eugene/Springfield metropolitan area has no allocation from these funds. The <br />projects that are proposed for construction in 1986 and for development in the <br />proposed six-year HIP are funded out of the Highway Modernization Program <br />category of $200 million. <br /> <br />Ms. Andersen continued with a three-pronged proposal in order to establish a <br />united front to the OTC from the three jurisdictions in the metropolitan area: <br /> <br />1. Contact with the Oregon Legislative delegation. <br /> <br />2. Contact with the impacted private sector. <br /> <br />3. Contact with the metropolitan policy makers. <br /> <br />The objectives were listed by Ms. Andersen as: <br /> <br />1. Affect alteration of the Six-Year HIP by establishing a united front <br />of the three jurisdictions. <br /> <br />2. Maintain a strong coalition formed around this effort. <br /> <br />3. Maintain a relationship with the State of Oregon. <br /> <br />In order to meet these objectives, Ms. Andersen proposed that the City Council <br />and staff: <br /> <br /> 1. Conduct briefings. <br />e 2. Send letters to the Oregon <br /> Director of ODOT. <br /> 3. Make personal contacts. <br /> 4. Attend local OTC meetings. <br /> <br />Transportation Commission and Fred Miller, <br /> <br />The Public Works people of the three jurisdictions will meet with the legisla- <br />tive delegation on Friday to solicit support and target objectives. <br /> <br />The chair requested questions and discussion. The discussion began by identi- <br />fying some of the key players who might have the most influence and clarifying <br />the support of the City of Springfield and Lane County. Ms. Andersen identi- <br />fied Bob Bothman, Deputy Director of ODOT, and Larry Ru1ien, State Highway <br />Engineer as key staff people to contact. Mr. Gleason reviewed the process of <br />negotiations with the State Highway Department. Ms. Andersen reviewed that <br />the projects compiled for submission to ODOT were carefully chosen in order to <br />benefit the whole community over the whole six-year period. Of all the pro- <br />jects listed, those submitted were of the highest priority, and represented <br />only five percent of the total fund available in the six-year HIP. <br /> <br />Ms. Andersen also explained that the aTC is appointed by governor and has five <br />members: Mr. Guistina from Eugene; Ms. Sweet from Coos Bay; Mr. Yturri from <br />Ontario; and Mr. Dwyer and Mr. Naito from Portland. <br /> <br />e <br /> <br />MINUTES--City Council Work Session <br /> <br />January 27, 1986 <br /> <br />Page 2 <br />
