PRESENTATION BY DIRECTOR OF LANE REGIONAL AIR POLLUTION AUTHORITY <br />(LRAPA) CONCERNING WOOD STOVE EMISSIONS <br /> <br />Ms. Schue introduced Don Arkell, Director of the Lane Regional Air Pollution <br />Authority (LRAPA). She asked him to discuss wood stove emissions, which may <br />become a problem in the future. <br /> <br />Mr. Arkell discussed some of the functions of LRAPA, air quality monitoring, <br />and the bad air quality the metropolitan area experienced in December, 1985. <br />Using slides, he explained the air quality monitoring process and discussed <br />monitoring sites. He said the Eugene/Springfield area experienced the worst <br />air quality LRAPA has measured in December, 1985, when the Environmental Pro- <br />tection Agency (EPA) primary standards were violated. The problem occurred <br />during an air inversion. He said the effects of air pollution on people's <br />health is causing much concern. He said the worst health effects from air <br />pollution are caused by fine particles less than ten micrometers in diameter <br />which get into people's lungs and stay there. <br /> <br />Mr. Arkell said there is good reason to believe that wood stoves were respon- <br />sible for about 85 percent of the fine particles in the air in December. He <br />displayed a clean filter and a filter taken from the monitoring site in Amazon <br />Park in December. The Amazon Park filter was very black and smelled smoky. <br /> <br />Answering a question from Mr. Whitlow, Mr. Arkell said primary and secondary <br />standards are national standards set by the EPA. He said primary standards <br />are based on the effects of pollutants on people's health. Secondary stan- <br />dards are based on such things as appearance.
