e

e

e

Mayor Obie said the council did not have enough information to advise citizens
during the air inversion in December. He hopes the LRAPA Board of Directors
will present the council with a plan for voluntary compliance to air quality
advisories so that it can be tried before mandatory regulations are consi-
dered. He said the problem is a metropolitan one. Mr. Arkell added that
small cities in the area also have air quality problems at times.

Mayor Obie adjourned the work session at noon.

Respectfully submitted,

BLR:ss/1983C

MINUTES--Eugene City Council

February 19, 1986

Page 3
