<br />~- <br /> <br />, <br /> <br />~ <br /> <br />~. <br /> <br />~ <br /> <br />has taken action at their sessions, a document would be compiled with the <br />two initial elements to form the Refinement Plan for River Road/Santa Clara <br />(RR/SC) and the background data would be used as a technical document. <br /> <br />Ms. Pappas expressed her appreciation for all the hard work performed by the <br />Citizen Advisory Team (CA T) and the Policy Committee, which were <br />established when the Urban Facilities planning process was started 3 years <br />ago, and introduced Gary Wright, Chairperson of CAT. <br /> <br />Ms. Pappas stated that the deadline for submitting written testimony for this <br />hearing is March 20th at L-COG, so it can become part of the record for <br />deliberation. <br /> <br />COMMISSIONER IVEY opened the hearing for public testimony at 7:10. <br />No one had signed-up to testify so he asked if anyone wished to testify and <br />limited the testimony to 5 minutes. <br /> <br />CINDY PAPPAS entered a letter, submitted by Mr. John C. Neely, Jr. into <br />the record as Attachment #1, a copy had previously been distributed to <br />everyone. <br /> <br />MR. HAROLD CHAPMAN, 51 Chapman Drive, Eugene, OR, 1st person to <br />testify, submitted a letter for the record (see Attachment #2). Mr. Chapman <br />expressed his Op1DI0n, that the document would protect RRISC residents' <br />Quality of life, but felt that it was important that the document be made easy <br />to read and understand, and clear in intent. He stated his support of all <br />amendments to the draft that resulted from the public hearing held October <br />29, 1985 and urged everyone to adopt them. He then discussed his letter, <br />submitted Cor the record, which outlined a few more proposed changes to the <br />draCt that he believed would improve the document. <br /> <br />MR. ROBERT BODINE, 1622 Olive St., Eugene, OR, and Heceta Beach N. <br />of Florence, thanked everyone for the education they'v,e.. .given him in the <br />process of annexing non-city lands to cities since it would be useful in the <br />fight he will be having, in regards to his property on the coast, with Mr. <br />Wilbur Ternyik. He stated Mr. Ternyik wants to annex him because he wants <br />the income from the Driftwood Destination Resort Motel. <br /> <br />GORDON ELLIOTT, 1414 Polk St., Eugene, OR, expressed his opinion <br />about Land Use Planning; he feels it does not allow you to use your land to <br />its best benefit. <br /> <br />BOB COLLER, member of the Citizen Advisory Team. He felt two <br />significant things came out of the Urban Facilities Plan process: 1) the Plan <br />document; and 2) the fact that the IS to 20 people who sat on the committee, <br />or in on the meetings, thoroughly understand their community and how it <br />interacts with other governments. He urged them to adopt the Plan document <br />and requested that if there is a part of the document that they have <br />questions about or disagree with, that out of courtesy to the people on the <br />Committee they refer it back to them rather than 'change it at this point in <br />time. <br /> <br />COMMISSIONER RUST asked Mr. Coller a Question in regards to Mr, <br />Chapman's testimony.
