e e e e e M I NUT E S Eugene City Council City Council Chamber March 17, 1986 7:30 p.m. COUNCILORS PRESENT: Richard Hansen, Freeman Holmer, Emily Schue, Cynthia Wooten, Ruth Bascom, Roger Rutan, Jeff Miller. COUNCILORS ABSENT: Debra Ehrman. The regular meeting of the City Council of the City of Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie. I. BOY SCOUT TROOP 182 Councilor Miller introduced the members of Boy Scout Troop 182 who were in the audience. He said they are from the Bethel-Danebo area. Hollie Breeden is the Scout Master and Lloyd Callahan is the Assistant Scout Master. II. PUBLIC FORUM Mayor Obie invited citizens to speak to the City Council about topics of concern which are not being considered by the council. No one wished to speak. III. PUBLIC HEARINGS A. PLANNING COMMISSION'S RECOMMENDATION ON THE FY86/87 THROUGH FY95/96 DRAFT CAPITAL IMPROVEMENT PROGRAM (memo, background information distributed) City Manager Micheal Gleason introduced the Draft Capital Improvement Program (CIP). Kirk McKinley of the Planning Department gave the staff report. He said the Planning Commission recommended approval of the Draft CIP for FY86/87 through FY95/96 with the addition of the Glenwood Sewer System, changes to the funding of the River Road/Santa Clara lateral sewers, clarifi- cation of the third paragraph on page one in the Introduction to indicate that the "urgent, non-postponable" projects are General Fund projects, and the addition of a statement in the Introduction and in other sections of the CIP to emphasize the need for funds for the CIP. He said the Planning Commission also recommended that the maintenance and operating costs of projects be examined in the future. MINUTES--Eugene City Council March 17, 1986 Page 1
