Civic Emergency Fund <br /> <br />Ms. Wooten said she does not think a proposal to dissolve the Boxing Commis- <br />sion which would eliminate the Civic Emergency Fund is appropriate. She would <br />like to discuss it with the staff and other councilors. Later in the meeting, <br />she suggested the council also discuss a process for using an emergency fund. <br /> <br />Councilor Schue said the council needs a small amount of money for emergencies. <br /> <br />J. Advisory Committee to Encourage Crime Prevention <br /> <br />Ms. Wooten said she has attended neighborhood association meetings recently <br />and learned the problem with transients is growing in the Whiteaker community. <br />She asked the staff to investigate a Portland ordinance which bans the sale of <br />fortified (20 percent) wine in certain areas of the city because it is some- <br />times bought by transients. She would like the investigation completed before <br />the Advisory Committee on Crime Prevention begins work. <br /> <br />K. Trip to Sister City <br /> <br />Mayor Obie introduced State Representative Larry Campbell, who led a group of <br />18 people to Kakegawa, Eugene's Sister City, last December. The group was in <br />Japan for the Mirage Bowl and spent two days in Kakegawa. Mr. Campbell said <br />the people in the group said they would have liked to spend eight days in <br />Kakegawa. Mr. Campbell said the training given the group by the Eugene <br />Friendship Association was very appropriate. He said the Japanese people are <br />gracious and hospitable. The Kakegawans honor their relationship with the <br />people of Eugene. He said it is important for Eugeneans to foster the rela- <br />tionship. He suggested the City send information about what is happening in <br />Eugene to the Kakegawa quarterly. Mr. Campbell was wearing a Happy Coat. He <br />said it typified the trip to Kakegawa. <br /> <br />Mayor Obie said a delegation from Kakegawa will be in Eugene August 17, 18, <br />and 19. He will lead a delegation from Eugene to Kakegawa in October. He <br />invited citizens who would like to go to contact him. He said he and the <br />other delegates must pay their own expenses. <br /> <br />L. Presentation of Girl Scout Cookies <br /> <br />Stacey Halpern presented a box of Girl Scout cookies to Mayor Obie. She <br />represented the Western Rivers Girl Scout Council. She said the sale of <br />cookies provides about 50 percent of the Girl Scout revenues.
