Obie. <br /> <br />I. PUBLIC HEARINGS <br /> <br />A. Annexation/Rezoning Request for Property Located North of Sarah <br />Lane, East of Gilham Road in the North Willakenzie Area (memo, map, <br />background information distributed) <br /> <br />City Manager Micheal Gleason introduced the item. Jean Hahn of the Planning <br />Department presented the staff report. She said the annexation request con- <br />cerned five acres of vacant land located in the north Willakenzie area, north <br />of Sarah Lane and east of Gilham Road. She said the southern boundary of the <br />property was contiguous to the city limits, and access to the property was <br />provided by an existing street, Sarah Lane. She said the annexation did not <br />involve any non-consenting property owners. <br /> <br />Ms. Hahn said testimony at an April 14 Planning Commission hearing had been <br />received regarding the capacity of the existing street to accommodate addi- <br />tional traffic which would be generated by the applicant's proposed develop- <br />ment of a subdivision. She said the Public Works Department had indicated <br />that Sarah Lane was adequate to handle that traffic. <br /> <br />Ms. Hahn said public testimony also had included discussion of an east-west <br />arterial connecting Gilham and County Farm roads. She said although that <br />issue had no direct effect on the subject annexation, the Planning Commission <br />had made a separate motion recommending to the council that transportation <br />plans for the area be formulated as soon as possible. She noted that the <br />Planning Commission work program included a refinement plan for the North <br />Willakenzie area, and that plan would address transportation. Staff hoped to <br />begin work on that plan in the autumn of 1986, she added. <br /> <br />Ms. Hahn said the Planning Commission had unanimously recommended approval of <br />the request. <br /> <br />MINUTES--Eugene City Council <br /> <br />April 28, 1986 <br /> <br />Page 1 <br />
