-
, Mr. Whitlow said over 200 events are held in the city annually and many
. request City support. The council does not have a firm policy about public
safety charges although the full amount has been charged in the past.
Mr. Holmer said he will support cooperating with the 20-30 Club if the City
receives a full report of the receipts before Labor Day.
Ms. Ehrman said the council recently reviewed the cost of City services and
decided that users should pay for them. She said the 20-30 Club proposal
indicates the City might subsidize the fireworks display if the revenues are
not sufficient. She said other groups might expect the City to subsidize
their events. She said she will not support the proposal.
Ms. Bascom said the City is encouraging destination point activities like the
fireworks display and so she would like it to be presented. She wondered
about liability costs. She said the council should develop a policy, and
perhaps a contingency account, for dealing with such events.
Ms. Schue said approving the proposal will establish a policy. She did not
think it is appropriate for the City to provide police services at less than
their cost. She said the real problem with the fireworks display is the cost
of liability insurance, but she said it is not the City's responsibility to
solve that problem.
Mr. Miller was concerned about the precedent that approval of the proposal
will set. He said other groups may request cooperation for worthy events. He
a hoped another way could be found to finance the fireworks display. Answering
a question from Mr. Miller, Mr. Sercombe said the City could reduce its liabi-
lity by requiring the 20-30 Club to make the City co-insured on the policy.
Mr. Hansen said 20,000 citizens usually go to Autzen Statium for the fireworks
display and 20,000 other citizens watch it. He said he will gamble and vote
for the proposal, and he will hope the receipts cover the expenses.
Mr. Hansen moved, seconded by Ms. Wooten, to accept the proposal
of the Eugene Active 20-30 Club for a Fourth of July Fireworks
Display subject to the City being co-insured in the insurance
policy. He included in the motion a recommendation that the
City Council establish a policy concerning public safety
services for such events in the future.
Mayor Obie said he will support the motion this year only because the
community has a right to a Fourth of July celebration. He said 20-30 Club
members should get a local company to co-sponsor the event.
The motion carried 5:3 with Councilors Wooten, Hansen, Bascom,
Miller, and Rutan voting aye and Councilors Schue, Ehrman, and
Miller voting nay.
.
~
MINUTES--Eugene City Council June 16, 1986 Page 2
