<br /> M I NUT E S <br /> e Eugene City Council <br /> City Council Chamber <br /> September 22, 1986 <br /> 7: 30 p. m. <br /> COUNCILORS PRESENT: Debra Ehrman, Emily Schue, Cynthia Wooten, Ruth <br /> Bascom, Roger Rutan, Jeff Miller. <br /> COUNCILORS ABSENT: Richard Hansen, Freeman Holmer. <br /> The adjourned meeting of September 17, 1986, of the City Council of the City <br /> of Eugene, Oregon, was called to order by City Council Vice President Debra <br /> Ehrman in the absence of Council President Richard Hansen and His Honor Mayor <br /> Brian B. Obie. <br /> 1. PUBLIC HEARING--CODE AMENDMENT CONCERNING FLOOD HAZARD AREAS <br /> City Manager Micheal Gleason introduced consideration of a code amendment <br /> concerning flood hazard areas. City Engineer Bert Teitzel gave the staff <br /> report. He said the proposed ordinance contains flood plain regulations which <br /> are required by the Federal Emergency Management Agency (FEMA) . The <br /> regulations must be adopted before Eugene properties can be included in the <br /> e regular flood insurance program. He said the City has used the requirements <br /> in these regulations in subdivisions, conditional use permits, and planned <br /> unit developments in the flood plain for 12 years. He said the difference is <br /> that the City now has official maps of the floodways and special flood hazard <br /> areas. <br /> Answering questions from Mr. Rutan, Mr. Teitzel said the new maps do not <br /> indicate that any new areas are in the floodway because the floodway has not <br /> changed in the last four years. He said the West Eugene Parkway will cross the <br /> Amazon floodway. The design of the pa rkway wi 11 have to recogn i ze the <br /> floodway, but the FEMA regulations will not prevent the parkway. Mr. Gleason <br /> said the FEMA maps received by the City four years ago substantially increased <br /> the floodways along the Amazon Channel. He said the proposed ordinance will <br /> not have a negative impact on development in any area. He said the City may <br /> have to construct drainage facilities and storm sewers in the Amazon channel <br /> area to reduce the floodway. <br /> Replying to a question from Ms. Bascom about a letter from William Loy of the <br /> University of Oregon Geography Department, Mr. Teitze 1 said the Willamette <br /> River floodway splits near the Delta Ponds. Most of the land in the floodway <br /> area is publicly owned and Mr. Loy.s proposed improvements would increase the <br /> water flow through the area which would be a benefit. Mr. Teitzel said the <br /> regulations in the ordinance would not prohibit the improvements proposed by <br /> Mr. Loy. <br /> e MINUTES--Eugene City Council September 22, 1986 Page 1 <br />
