The motion was not seconded <br /> and no vote was taken. <br /> Mayor Obie said most councilors seemed to favor some changes to the ordinance. <br /> He di rected the staff to prepare changes that conform to Mr. Hansen's <br /> position. Mayor Obie said the councilors can discuss specific time periods <br /> when they consider the changes. <br /> Mr. Hansen said the council should evaluate ballot measures that would have a <br /> big effect on the City before elections in the future. <br /> . <br /> Ms. Bascom said she would like a time line for the process of implementing the <br /> ordinance when the council considers the matter again. <br /> Mr. Holmer said a subcommittee that evaluates the ordinance or the proposed <br /> changes to it should include people with various points of view. <br /> Mayor Obie recessed the meeting at 12:45 p.m. and reconvened it at 12:50 p.m. <br /> VI. WORK SESSION: EXPANSION OF MAHLON SWEET AIRPORT <br /> City Manager Micheal Gleason said several councilors suggested the council <br /> e review the scope of the project, design changes, and estimated costs of the <br /> proposed expansion of Mahlon Sweet Airport. Therefore, the agenda of this <br /> meeting was changed. <br /> Public Works Director Christine Andersen distributed a packet of information <br /> about the expansion. She reviewed the estimated cost of $17.7 million for the <br /> project and several ancillary expenses. She said the City's share will be <br /> about $5.7 million. <br /> Ms. Andersen said funding from diverse sources has been sought and found. For <br /> example, funds from the Federal Aviation Authority (FAA), State lottery funds, <br /> and the Lane County Road Fund will be used for the expansion. In addition, the <br /> airlines that serve Eugene support the expansion. She said the City's share <br /> is about one-third of the estimated cost of the project. She revi ewed the <br /> contingency funds. <br /> Ms. Andersen said the cost of the air-side and land-side improvements has <br /> increased from $2.8 million to $5.5 million in the last year. The shift is <br /> because the original project emphasized improvements to the terminal. It did <br /> not include such things as increased parking areas and road improvements. <br /> However, efforts to diversify the funding and consideration of long-term <br /> effects on the road system resulted in funds that were dedicated to air-side <br /> and land-side improvements.
