<br /> M I NUT E S <br /> e Eugene City Council <br /> City Council Chamber <br /> December 8, 1986 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Richard Hansen, Debra Ehrman, Emily Schue, Cynthia <br /> Wooten, Freeman Holmer, Ruth Bascom, Roger Rutan, <br /> Jeff Mi 11 er. <br /> The regular meeting of the City Council of the City of Eugene, Oregon, was <br /> called to order by His Honor Mayor Brian B. Obie. <br /> I. PUBLIC FORUM <br /> Mayor Obie opened the public forum. He said it is an opportunity for citizens <br /> to address the council about subjects that are not scheduled for council <br /> consideration this evening or in the future. <br /> There being no requests to speak, Mayor Obie closed the public forum. <br /> . <br /> II. PUBLIC HEARING: FUTURE OF OUR LIBRARY COMMITTEE-- <br /> e PRELIMINARY REPORT <br /> City Manager Micheal Gleason introduced the item. Pat Decker of the Planning <br /> Department gave the staff report. She said the councilors received copies of <br /> the Preliminary Report of the Future of Our Library Committee and a summary of <br /> the report. She said the summary report was mailed to about 800 people who had <br /> indicated an interest in the committee's work. <br /> Ms. Decker corrected errors in the written briefing statement gi ven the <br /> council . She said the staff received 189 responses, not 247 responses, to the <br /> survey card distributed with the summary report. Of the 189 responses, only <br /> 7, not 65, "mostly disagreed" with the report. She said 155 responses "mostly <br /> agreed", 22 "somewhat agreed", and 5 "somewhat disagreed" with the report. <br /> She said Sam Frear, a member of the committee, did a content analysis of the <br /> responses. <br /> Ms. Decker said the council initiated a two-phase process in February 1986 for <br /> considering the future of the Eugene Pub 1 i c Library and appointed the <br /> committee in April 1986. She said presentation of the Preliminary Report <br /> completes the first phase of the process. If the council adopts the report, <br /> the recommendations in it will be used by the committee in the second phase of <br /> the process. The second phase wi 11 involve a detailed building program, a <br /> site selection study, and a financial plan. <br /> . MINUTES--Eugene City Council December 8, 1986 Page 1 <br />
